112年度新竹市機車污染管制及綠色運具宣導計畫

中文摘要 「112年度新竹市機車污染管制及綠色運具宣導計畫」最主要目的為推廣機車排氣定期檢驗、老舊機車汰舊及使用綠色運具,透過車牌辨識作業、各式檢驗通知、相關宣導作業、汰舊換新補助、落實未定檢機車相關裁處及加強檢驗站管理等方式,針對設籍本市未定檢機車進行加強管制,以落實機車排氣定期檢驗制度及老舊機車汰舊換購綠色運具政策,同時推廣車輛定期保養觀念,以降低車輛排氣所造成之污染,改善轄內空氣品質,達到守護新竹市好空氣,實現新竹市成為環保、健康之低碳樂活城市。 本年度已依合約規定完成整體進度100%以上。本年度持續應用車牌辨識系統進行稽查,扣除重複拍照數後之車牌辨識數(總樣本數)為371,720輛,包含電動機車為20,632輛次、新車(指出廠未滿5年之機車)121,352輛次及應到檢車輛229,736輛次。再由應定檢車輛229,736輛次中,篩選未定檢機車數為28,919輛次,稽查未定檢率為12.6% (未定檢數/應定檢數*100%)。 另因應全面開放檢驗站設置申請,為維持檢驗站檢驗品質,將既設檢驗站及新設置檢驗站分別管理,於既設檢驗站除了完成350站次檢驗站品質查核、91站次分析儀單點氣體查核及1站次分析儀單點氣體查核複查,同時舉辦檢驗站檢驗人員教育訓練2場次共8小時,以提升檢驗人員的素質與品質。 本年度為加強稽查設籍本市未定檢機車、推動機車定檢簡訊通知及加速老舊機車汰舊,以提升稽查量能、提高設籍機車到檢率、改善紙本明信片無法通知到檢問題、減少紙本寄發成本及減少碳排放量等,故本年度移動污染源精進及創新作法分別為「提升設籍之機車到檢率」、「機車定檢簡訊登錄獎勵活動」及「運用固定式機動車輛噪音偵測系統提升稽查量能」。 透過前述各項作為,依據112年10月環境部機車排氣定期檢驗資訊管理系統公布之到檢率,本市112年10月到檢率依車籍到檢率為83.7%,依本市檢驗站到檢率為109.7%,計算其平均到檢率達96.7%,暫居全國排名第1名,將持續針對使用中機車加強稽查管制及辦理汰舊換新加碼補助活動等作業,以持續提升到檢率、老舊機車淘汰數及綠色運具使用數。 依據環境部公布之依據空氣污染排放量TEDS11.1線源排放量推估手冊,統計至112年10月污染物減量分別為,CO減量為72.35公噸/年,NMHC減量為24.18公噸/年,PM2.5減量為1.03公噸/年,NOx減量為5.75公噸/年。
