112年度嘉義市固定污染源污染管理計畫

中文摘要 本計畫各項工作執行成果摘要如下: (一)許可管制作業 1.截至12月,共計完成轄區18廠次許可核查及訪視,本計畫透過各式查核時機,推動本市已取得操作許可證之公私場所利用現查核及許可辦理時機,同步勾稽檢核各廠許可證核定排放量,並以現場實地訪查方式,向業者提出相關改善或提升防制效能精進建議,期降低許可排放量與實際之差異;也期藉由辦理許可查核作業,落實污染預防策略和追蹤管制,本年經本計畫核查及訪視及輔導後,計有1家改用低污染性燃料或1家歇業,共計回收Par. 0.195 T/Y;SOX 0.252 T/Y;NOx 0.784 T/Y; VOCS 0.036 T/Y。 2.各類許可申請案件經完整性、一致性、合理性及合法性之文書審查與現場核對申報資料真實性之現場審查兩項程序之後,依照許可證管理辦法規範制訂正式的許可內容,予以核發許可證。截至12月,本市設置許可申請提送共計1件次,各類操作許可申請提送共計17件次,包含操作許可證申請計2件次、操作許可證申請(異動)計6件次、許可展延9件次。此外,本項工作透過環保許可整合暨許可預審制度,並各污染管制計畫的多重確認,促使申辦的各項資料內容都有相同正確性與一致性,另在審查的過程中除了大大減少機關與業者間的文書往返外,也提升整體審查時效,達到簡政便民,提升民眾滿意度。 3.截至12月,己完成許可查核25件次,工作達成率100%。經本計畫年度抽查,依查核結果進行統計,其中,遠東機械工業股份有限公司(金屬噴砂處理程序(M01)):於許可現場查核時,實際登載頻率與許可要求日登載有不一致之情形,究其原因現場產製作業係以批次計算,原物料投入後至成品產出需經多道作業流程,故無法每日進行紀錄,有鑑於此,輔導業者針對實際操作與文書資料有誤情形,發文環保局核准其原料登載改為批次,以貼近現場實際操作狀況、清震實業股份有限公司(其他金屬熱處理程序(M01、M02)):於許可現場查核時,現場防制設備新增,未辦理異動,輔導業者進行許可異動、嘉義鐵線製品股份有限公司(金屬表面清洗程序(M01)):於許可現場查核時,現場移除污染源並更換新的天然氣鍋爐,未辦理異動,輔導業者進行許可異動,其餘21張許可證,經現場查核比對無缺失情形。 (二)排放量申報審查與查核 1. 112年度轄區應進行排放量年申報名單為4廠次16件,分別為第一批的2家次、第二批之2家次。 2. 111年已完成申報之各批次工廠排放量,經統計各污染物分別為粒狀污染物為1.65噸、硫氧化物9.41噸、氮氧化物為109.978噸及揮發性有機物50.89噸。 3.計畫執行後,完成111年度1~4季登錄審查確認。本計畫小組於各公私場所完成申報作業後,隨即進行網路申報資料的審查與各廠排放量申報之確認,完成線上審查後,立即排定排放量現場查核作業,針對有缺失部分,則立即進行現場輔導作業,以提升申報資料的正確性。 (三)資料維護更新及擴充作業 1.計畫合約需更新維護及資料庫QA/QC作業總數為30件,完成率達143%,本年度另執行一年一行業全面清查作業,選定之行業別為塑膠製造業,與本市工商科索取登記行業名單,共計執行133家次,另112年環境部排放量管理計畫下放全面清查轄內表面處理業及配合本市建設處未登記公私場所等作業。本年度一年一行業及環境部排放量管理計畫下放之表面處理業清查作業皆已全面完成。針對既有列管公私場所執行現場資料更新擴充作業後,說明如下:經查核後製程資料及基本資料異動者佔18%、製程、設備及污染源均無異動者共佔72%,解除列管(含歇業及製程無污染情形)者佔10%。嘉義市固定污染源總列管公私場所為231家、操作製程259個、污染源827個、130個控制設備、159根排放管道、400個儲槽及18個堆置區。 2. 由完成建檔的固定污染源資料庫資料統計顯示,製程污染排放量更新後轄區列管之空氣污染量,粒狀污染物為15.98噸/年、硫氧化物22.648噸/年、氮氧化物122.11噸/年、揮發性有機物133.267噸/年。 (四)空污費徵收作業 1.本年度工作小組配合工廠巡查作業,共計掌握轄內應徵收空污費之公私場所列管76家,分別為申報硫氧化物與氮氧化物空污費業者共60家,揮發性有機物空污費業者59家,粒狀物申報業者65家。 2.揮發性有機物申報部份,申報行業別之申報繳納金額以台灣中油(股)公司溶劑化學品事業部繳交為最高約佔59.6%。 3.統計109年度第1季至111年度第4季申報資料相關繳費狀況,近三年共計實收之金額為4,249,343元,年平均收入1,416,448元。111年度實收之金額為1,439,942元,較年平均收入高,主因為嘉義市垃圾焚化廠因第三季CEMS擅自修正DAHS軟體未報備故第三季空污費重新改用公告係數進行改審,故金額增多。 4.截至目前112年至第2季已全數申報完成,共徵得503,699元,但其中季申報共55家次,因有21家屬於年申報,該申報資料將於113年1月進行申報及進行後續審查結算,故該21家暫未列入分析。 5.空污費申報率自109年度第1季至111年第4季之空污費平均申報到繳率為100%。 (五)空污費查核作業 1.本年度計畫小組針對空污費申報之公私場所進行相關查核作業,112年度截至12月,進行SOx/NOx現場查核40家次、VOCs現場查核40家次,粒狀物查核43家次。 2.統計至12月,目前查核54家業者,其中2家經查核後,發現活動量有誤,進行糸統改審修正,2家次為鋁二級鑄造因套用相近鋁二級冶煉係數,且該兩場使用純鋁錠為原料不應該產生鉛鎘砷戴奧辛等污染物,限查後於已修正,1家次為連續自動監測設施操作有誤,造成該季為無效資料進行改審,餘49家次則未見缺失情形。 (六)固定源稽巡查管制及檢測作業 1.工作目標預計執行列管及非列管的公私場所巡查及稽查總計應至少200件以上,統計至12月,總計執行稽巡查共計579次。其中,稽查案件數257件次,巡查件數322件。巡查作業部分,目前各廠巡查狀況良好。稽查作業部分,以主動稽查佔53%為最高,其次為陳情稽查佔19%,再者依序為逸散性稽查、檢測(監督檢測、稽查檢測)以及改善稽查,分別佔其百分比為12%、12%以及4%。若以陳情稽查進行統計,則列管者佔53%,非列管者則佔47%。本年一般陳情稽查主要以列管的公私場所較多。 2.本年針對固定污染源法規符合度方面,統計截至12月止計畫小組針對轄列管公私場所,已完成(1)執行相對準確度測試查核作業1根次,本項作業排定於4月26日執行焚化廠M02製程P002排放管道抽測,相關檢測查核結果皆符合法規規範;(2) 執加油站氣油比及氣漏稽查檢測4站次,經抽測後檢測查核結果皆符合法規合格率達70%以上規範;(3)異味採樣分析2點次,經抽測後異味檢測查核結果皆符合法規規範;(4)執行設備元件檢測1,000點次相關檢測查核結果皆符合法規規範;(5)排放管煙道P/S/N稽查檢測,檢測查核結果皆符合法規規範;另本計畫小組將持續追蹤及稽查轄區具高污染性之工廠 ,以有效防杜不法,進而減少民眾陳情。。 (七)固定污染源許可暨空污費宣導說明會 為加強轄區列管公私場所對於環保法規與本市各項管制措施執行方向,本年度需辦理1場固定污染源相關法規宣導會議。本年會議已於112年4月20日,於台灣中油股份有限公司嘉義營業處4樓會議室辦理,會議邀請環境部大氣環境司江勝偉技正,針對許可(設置/展延/異動/變更)辦理(含燃料)、固定污染源自行或委託檢測及申報管理辦法等重點說明,許可(設置/展延/異動/變更)辦理(含燃料)、固定污染源自行或委託檢測及申報管理辦法等重點說明。期透過法令宣導提升業者對於法規認知,避免有違法之相關缺失。另將針對未出席的業者,於現場查核時一一告知相關法令。

2023 Chiayi City Fixed Pollution Source Pollution Management Plan and Environmental Permit Integration Plan

英文摘要 The summary of the implementation results of the work of this plan is as follows: 1.Permit Control Operations: (1) As of Dec. 2023, 18 permit verifications and site visits were completed within the jurisdiction. The project aimed to synchronize the verification of approved emission amounts on each permit through various audit opportunities. As a result of on-site visits and guidance, one facility switched to low-pollution fuel, and another ceased operations, leading to a total emissions reduction of 0.195 T/Y for Particulate Matter, 0.252 T/Y for SOX, 0.784 T/Y for NOx, and 0.036 T/Y for VOCs. (2) In Dec. 2023, the city received a total of 1 permit application submission and 17 operating permit applications. The integrated environmental permit and pre-permit review system ensured accuracy and consistency in application data. (3) By Dec. 2023, 25 permit verifications were completed with a 100% success rate. 2.Emission Reporting Review and Verification: (1) In 2023, 16 facilities were required to submit annual emission reports, with 2 in the first batch and 2 in the second batch. (2) The emission amounts reported for 2022 were 1.65 tons for particulate matter, 9.41 tons for sulfur oxides, 109.978 tons for nitrogen oxides, and 50.89 tons for volatile organic compounds. (3) The project team completed the registration review confirmation for the first four quarters of 2022. After reviewing online submission data and conducting on-site verification of emission amounts, immediate on-site guidance was provided for discrepancies. 3.Data Maintenance, Updates, and Expansion Operations: (1) A total of 30 maintenance and database QA/QC operations were completed, exceeding the target. Comprehensive inspections for the plastic manufacturing industry and surface treatment facilities were carried out. (2) After updating data for existing listed public and private places, 18% had changes in process and basic information, 72% had no changes, and 10% were delisted. The total number of listed public and private places is now 231. 4.Air Pollution Fee Collection Operations: (1) A total of 76 listed public and private places subject to air pollution fees were identified through factory inspections. (2) Taiwan CPC Corporation's solvent chemical division had the highest payment for volatile organic compound reporting, accounting for approximately 59.6%. (3) A total of NT$4,249,343 was collected over three years, with an average annual income of NT$1,416,448. The actual income for 2022 was NT$1,439,942. (4) As of the second quarter of 2023, NT$503,699 has been collected, with 21 quarterly reports pending review in Jan. 2024. (5) The average reporting-to-payment rate for air pollution fees from the first quarter of 2020 to the fourth quarter of 2022 was 100%. 5.Air Pollution Fee Verification Operations: (1) In 2023, verification operations for air pollution fee declarations were conducted at 40 facilities for SOx/NOx, 40 for VOCs, and 43 for particulate matter. (2) Of the 54 businesses audited, 2 were found to have errors in activity levels, leading to corrections. Two cases involved aluminum secondary casting, where similar coefficients for aluminum secondary smelting were mistakenly applied. After correction, one case involved incorrect operation of continuous automatic monitoring facilities. 6.Fixed Source Inspection and Control Operations: (1) A total of 579 inspections and audits were conducted for listed and unlisted public and private places by Dec. 2023. (2) Compliance with regulations for fixed pollution sources was confirmed through various audits, including relative accuracy tests, gas/oil ratio and gas leak detection audits, odor sampling and analysis, equipment component tests, and inspections of emission ducts. 7.Fixed Source Permit and Air Pollution Fee Promotion and Explanation Meeting: A seminar on fixed pollution sources and related regulations was held on Apr. 20, 2023. Mr. Jiang Shengwei from the Atmospheric Environment Department of the Environmental Protection Agency provided key explanations on permit processing and self-testing and reporting regulations for fixed pollution sources. The goal was to enhance operators' awareness of regulations and prevent violations.
