The lower reaches of Erren River were called Erdeng Xingxi or Erzan Xingxi in the early days. In the 1970s, it became a gathering place for scrap hardware recycling and refining factories. Scrap hardware processing was initially centered in the Wanli area of Tainan City, and later gradually expanded to the former Rende Township of Tainan County and the former Qieyu Township and Hunei Township of Kaohsiung County. The treatment methods adopted are mostly open-air burning and indigenous pickling. Although this method can obtain precious metals from scrap hardware, open-air burning produces air pollution, and the chemical wastewater used is discharged directly without treatment. Entering the Erren River, a lot of waste generated by the recycling and refining of scrap hardware is also discarded on the river bank, causing serious environmental pollution problems.
The Sixth River Branch of the Water Resources Department commissioned the "Waste Assessment Survey and Testing Entrusted Technical Service Plan from the Erren River Estuary to the Second-Level Bridge Section" in 109 to handle the pollution investigation in the middle and lower reaches of Erren River and report accordingly.
