112年飲用水水質之新興污染物調查與管理計畫

中文摘要 本計畫辦理飲用水列管物質篩選作業,優先評估6項短鏈全氟化物,於我國6座淨水場進行監測,三次採樣均未檢出,顯示於我國暫無顯著風險。本年度彙整蒐集觀察清單物質本土淨水廠檢測資料,其中鄰苯二甲酸二丁酯經評估於我國飲用水中暫無顯著危害,改列蒐集清單以有效運用檢測能量,硼的檢測結果經分析後顯示離島淨水廠清水硼濃度偏高與海淡水有關,建議後續釐清確認離島淨水廠清水硼濃度偏高與海淡水的關聯性,以評估含海淡水或水源受海水影響之淨水場的硼是否納入候選清單。本計畫抽驗飲用水中27項未列管新興污染物共3349處次,結果顯示除鍺、鉈、硼、Geosmin、2-MIB、PFOS、PFHxS、NDMA有少數樣品有較高檢出濃度,須持續監測之外,其餘污染物均低於檢量線最低點或偵測極限,或檢出濃度極低。此外亦評估6種國際常用微生物指標於我國20處次配水樣品的檢出情況,分析結果顯示總菌落數均<20 CFU/mL ,低於法規標準(100 CFU/mL),其他生物參數結果均<1 CFU/100 mL (符合國際標準),推測維持自由有效餘氯有助減少配水中微生物再生,因此自由餘氯可作為持續加氯供水系統微生物水質安全之初篩指標。本計畫亦彙整近十年不同水源新興污染物檢出情況,研析污染物特性提出建議我國於各類水源中應關注的污染物。

Investigation of Compounds of Emerging Concern in Drinking Water and Management of Water Quality 2023

英文摘要 This project implemented contaminants screening process of drinking water quality regulation. Six unregulated short-chain perfluoroalkyl substance (PFAS) were selected for evaluation. Their concentration was monitored in six representative drinking water treatment plants, and their health risk in drinking water system in Taiwan were evaluated. Results indicated that there is no significant risk of these 6 compounds on drinking water in Taiwan. This project also collected the monitoring histories of unregulated contaminants in Contaminant Candidate List (CCL). Results of dibutyl phthalate showed that there was no significant hazard in Taiwan's drinking water. Therefore, dibutyl phthalate was moved from CCL to Preliminary Contaminant Candidate List (PCCL) for effectively using examnation resource. Analysis of the boron in drinking water shows that the higher boron concentration in the clean water of the outlying island drinking water treatment plant may be related to seawater desalination. It is recommended to clarify and confirm the correlationship. In addition, this project inspected 27 unregulated compounds of emerging concern in drinking water and got 3349 data in total. There were only few samples with higher concentration on germanium, thallium, boron, Geosmin, 2MIB, PFOS, PFHxS, and NDMA. It is suggested to monitor them continuously. Besides, this project evaluated 6 different microbial indicators at 20 sampling points in water distribution system. The analysis results show that the total bacterial colony count is <20 CFU/mL, which is lower than the regulatory standard (100 CFU/mL). The results of other biological parameters are all <1 CFU/100 mL (most of international standards). Results indicated that maintain free residual chlorine is important stretagy to reduce microorganism in water distribution system. This project also compiles the detection of emerging pollutants in different water sources in the past ten years, and makes recommendations on the pollutants that my country should pay attention to in various water sources.
