112年度花蓮縣營建工程暨噪音稽查管制計畫

中文摘要 依據合約規範工作項目及內容,配合貴局之要求,於112年度內完成規定之工作項目並提出工作成果報告,每月初提送上月執行成果報表,而各項作業至112年12月31日止,營建工地完成簽立工地自主管理同意書共計40處(年度新增14處),在道路認養方面,目前累計40處(年度新增14處)洗掃長度達91,469公里,營建工程稽查及巡查共完成3,753處次,空污費徵收及稽催(徵收/稽催件數)共徵收2,106處次,稽催件數達175處次,其餘各項工作1至12月執行成果依序說明如下: (一)巡查管制作業 112年度工地污染管制巡查共完成3,502處次,其中以周界圍籬未涵蓋全工區扣4點缺失為最常見缺失項目,其次為車行路徑鋪面設置不足扣4點缺失,第三是房屋主體結構未完整覆蓋防塵網扣4點缺失,共告發案件17件罰鍰金額總計73萬3,500元整,已全數改善完成。各月份巡查處次與本計畫執行初期所定之巡查目標相較,累計達成率已達100%。其中各鄉鎮市巡查件數以污染負荷最大地區花蓮市792件及吉安鄉679件最多,其次依序為新城鄉(409件)及玉里鎮(334件)。以工程類別來看,則以其他工程1,632件與建築(RC)工程592件,為主要巡查重點。 就稽查件數統計,目前共稽查251處次,以其他類工程占最多,其次為建築類(RC)工程。就各鄉鎮之稽查件數統計,以花蓮市及吉安鄉為主要稽查重點區。 為執行營建工地噪音管制,112年共執行108次營建工地噪音主動稽查量測,依據現場主要施工機具進行噪音量測,分別有怪手、吊車、破碎機、預拌車等易發生噪音源之機具,依據法規量測Leq與Lmax,執行迄今共查獲35處工地於施工期間曾有音量超標情形,其噪音來源為佈樁作業及結構體灌漿時所產生,後續經與業者溝通改善並於改善期限內再次複查,皆已完成改善。 (二)一、二級工程管制 自112年1月1日至12月31日之工地共計列管3,975處,在3,975處列管第一至三級營建工程中屬於一級工程有1,214處,占總數之31%;二級工程有1,762處占總數44%;三級工程999處占總數之25%,而至112年12月31日止,針對工程巡查狀況共計巡查3,502處次,其中第一級工程共現勘巡查1,688處次,第二級工程共巡查1,731處次。 (三)營建工程空氣污染防制費徵收業務 112年本縣營建工程空氣污染防制費共徵收6,627萬9,859元,以道路工程2,531萬9,337元最多,占總徵收金額38%,次之為其它工程類別繳費1,866萬1,490元,占總金額28%。而111年營建工程空氣污染防制費共徵收2,959萬4,697元,112年徵收金額較去年增加3,227萬6,266元。 112年縣境內因合約經費減少異動申請退費的件數最多,合計共有330件,共退費92萬8,376元;其次為因工期縮短申請退費有95件,共退費58萬4,552元。因合約經費減少異動申請退費案件仍屬多數,以工程種類異動等若干因素致營建空污費退費之件數,顯示逐年下降。 (四)營建工程空污費稽催作業 112年由營建工程資料庫系統統計,經電話提醒催繳營建空污費分別計有其他類工程121件、空污費繳費金額為新台幣110萬9,934元;道路工程23件、空污費繳費金額為新台幣62萬9,566元;建築工程(RC)13件、空污費繳費金額為新台幣6萬4,234元;建築工程(SRC)7件、空污費繳費金額為新台幣10萬4,734元;管線工程7件、空污費繳費金額為19萬1,328元;拆除工程4件、空污費繳費金額為新台幣4,749元,到繳金額共計為210萬4,545元,經人員進行催繳作業後已完成100%到繳。平均各月份營建空污費主動到繳率及次月進行催繳作業之達成率則為100%。 (五)機動車輛噪音管制暨非游離輻射源調查 統計112年共執行52場次之機動車輛攔檢、巡(查)作業,由警方依據車輛噪音感受程度予以攔查檢測,共計攔檢、巡(查)320輛次,檢測作業相關紀錄皆彙整後提送至環保局執行後續程序,統一將不合格車輛列為通知到檢對象。 除依工作項目執行攔檢(查)作業外,並定期依據噪音車檢舉網站及警方寧靜專案資料進行彙整,篩選經陳情之可疑噪音車,協助辦理通知到檢行政程序及現場檢測作業,通知到檢合格共計207輛汽機車,其中32輛為路邊攔查檢及專案稽巡查部分,噪音車陳情網站部分為175輛。 本年應執行本縣非游離輻射量測作業達40點次以上,112年已完成40點次,皆符合標準。 (六)創新作法- APP檢測自主監測 我國地狹人稠且都會地區人口密度甚高,隨環保意識抬頭,在各類公共工程及開發行為的積極建設下,產生了不少營建工程噪音問題儼然成為居家環境安寧的重要改善議題,由於營建工地噪音隨施工階段不同而變化,對民眾造成的觀感與影響將比其他類型噪音影響更為廣泛,針對營建工程噪音陳情數量較多的類型,以施工較易產生噪音影響的階段整地、挖運、基礎、建造、裝修等,提出建議及自主監測方式,提升營建工程廠商基礎防制噪音的認知,並促使營建工程廠商重視及採取相關防音措施與技術,達到推動自主管理及改善的目的。 為能更有效提升管制工作目標及輔助科技自主應用監控,施工階段屬於土方開挖或佈樁工程等易產生施工噪音的工程,採主動向業者進行宣導及推動自主監測,透過行動裝置的麥克風來測量環境噪音的大小,根據收到的音量強度轉換成電壓數值訊息,透過聲壓計算公式計算聲壓大小,來進行環境音量檢測確認施工現場是否有產生施工噪音污染之疑慮,以輔導業主及承包商自行監控,減少每處次都採用國家標準(CNS 7129)或國際電工協會標準(IEC 61672-1)等級的量測儀器來進行稽查量測,預期達成規劃目標如下: 1.使執行噪音輔導時能有基礎的數據做為輔助的資料依據,並視現場情況給予施作動線調整、施工時段、機具擺放位置、施工人員教育訓練等噪音減量建議,避免造成噪音擾寧情況發生,減少陳情案件數的發生。 2.為達成環境部112年考核要求空氣污染及噪音陳情案件改善項目「噪音陳情件數較前年減少達5%,得1分」預期規劃噪音減少件數比前年少減少下降10件,年度目標陳情件數不超過114件。 計畫於112年3月14日同意核備通過創新做法後開始執行,依據環境部之「A2021營建工程污染管制及收費管理資訊系統」統計111年施工中工地數共4,050處,112年為3,975處,與去年同期比較減少1.8%,主要仍在於今年比往年增加巡查通報1,392(增加66%)及自主監測回傳機制205筆(增加100%)、主動稽查108次(增加27%),針對產生噪音之營建工地予以勸導或限期改善,並於4日後進行複查,進而掌握該工程改善狀況及管制成效。相較於111年,營建工程噪音陳情數下降33%。並於5月26日、8月4日、10月25日辦理公部門法規協商說明會,落實機具空氣污染排放管制及施工噪音掌握工作目標。 (七)其他 人力及物力支援:皆依局內指示協助辦理。 臨時交辦事項:皆依局內指示協助辦理。 九、計畫本期完成比率:100%,進度管控率:100%。

112th Hualien County Construction Project and Noise Audit Control Plan
