The "Tainan City Public Restroom and Vacant Land Vacant House Inspection and Management Plan for the Year 112" has a total duration of 10 months. The background of the plan dates back to the early 90s when Taiwan experienced the Japanese Nakamura couple (Long Stay) environmental hygiene incident. In 92, the Environmental Protection Administration initiated the "Clean Homes, Beautiful Taiwan Plan," which has continued to the present, aiming to construct a comfortable home, quality public restrooms, and a beautiful environment through a series of policy plans. In addition to upgrading hardware facilities, the plan advocates the "toilet paper in the toilet" policy to shape a high-quality restroom culture in Taiwan, reconstruct humanistic literacy, and encourage proactive public participation in creating a high-quality environment, thereby comprehensively enhancing the overall quality of life for the nation.
The objectives of this plan include verifying the accuracy of all managed public restroom data within the jurisdiction and enhancing the quality of public restrooms through a inspection mechanism to achieve the "excellent" level. Additionally, the plan assists in random inspections of central government-owned vacant houses and vacant land within the jurisdiction to effectively improve the environmental hygiene of vacant land and vacant houses. Furthermore, by conducting environmental sanitation promotion activities, the plan aims to strengthen the correct concepts of frontline epidemic prevention personnel, preventing the need for large-scale manpower deployment for containment after the fact, and eliminating the source of dengue fever at its root.
Lastly, through the establishment of "Etiquette Demonstration Public Restrooms," the plan seeks to promote good restroom habits among the public, ensure that public restrooms maintain a high level of environmental quality, and create an "International Friendly Environment" in the city.
The plan's work is divided into two main projects, with the implementation results summarized as follows:
1.Public Restroom Cleaning Management:
Complete the evaluation and internal equipment inventory of 5,529 managed public restrooms by March 31, 112.
Conduct random inspections and inspections of 20,258 public restrooms within the city during the plan's duration.
Hold two public restroom cleaning teaching activities to enhance environmental sensitivity and responsibility among students and cleaning staff, with a Total of 68 Participants.
Establish an "Etiquette Demonstration Public Restroom" and introduce AIoT "Smart Public Restroom" facilities to enhance restroom management and cleaning efficiency.
2. Vacant House and Vacant Land Random Inspection and Environmental Hygiene Promotion:
Complete the fourth-quarter random inspection of central government-owned vacant houses and vacant land before October 20 within the plan's duration, totaling 2,192 inspections for the entire year.
Invite experts to conduct environmental promotion activities to reinforce correct concepts among frontline epidemic prevention personnel.
Conducting 3 Environmental Sanitation Promotion Events, Including Dengue Fever Source Elimination Training, Betel Nut Cessation Lecture, and Canine Fecal Waste Control Advocacy, with a Total of 250 Participants.
