The Environmental Protection Administration, the Environmental Protection Bureau, and many experts and scholars provided guidance, advice, supervision, and evaluation during the implementation of this plan and consequently the content and progress thereof were all in line with the original plan; hence the implementation was successfully completed. The work content and detailed results of this plan were described separately in the chapters of this report, which is summarized as follows:
(1) Environmental Protection Administration Performance Appraisal and Annual Performance
1. Completed various work items evaluated by the Environmental Protection Administration, including stationary pollution source management, establishment of emission inventories.
2. Air Pollution Control Plan - Improvement of Pollutants from Raw Materials: Promoted the use of alternative materials or reduced the content of volatile organic compounds in the 12 processes and achieved a VOCs reduction by 31.451metric tons/year.
(2) Control of Pollution Sources in Specific Industries
1. Informed specific industries to carry out regular report and regular testing and assisted in completing the content review of 183reports during the implementation of this plan.
2. A total of 4 piece/time flue NMHC testing (pre-test and post-test shall be deemed 1 piece/time) were carried out during the implementation of this plan to verify the efficiency of control equipment, 10 piece/time exhaust pipes emission standard audit testing and 3,305-point FID testing.
(3) Materialized Gas Station Inspection and Control
1. During the implementation of this plan, a total of 5 gas station installations of gasoline vapor recovery facilities plans were reviewed, 2 gas station fuel truck nozzles deactivated reviews, and 12 gas station applications for extended inspection reviews, and 161 times of gas stations on-site inspection of regulatory compliance were completed.
2. During the implementation of this plan, a total of 4 gas station audit tests (gas leak detection of gasoline vapor recovery function) and 6 gas station fuel truck nozzles gas-oil ratio tests were carried out.
(4) Cooperated with Collection of Air Pollution Fees for Check Operations
1. In the one to third quarter of 2023, a total of 1,473public and private premises should report air pollution fees, which totaled NT$42,044,823. The air pollution fees paid by the top ten public and private premises accounted for about 37% of this County’s total amount. Among them, Pota Company paid the highest amount, followed by E-TOP METAL CO., LTD., and Xizhou Incinerator. The total amount of the top three reported respectively accounted for 8%, 5% and 4% of the County’s air pollution fees reported.The online reporting rate of air pollution fees in the third quarter of 2023 has reached 100%, as a result 122 new air pollution fee reporting objects have been added because of permit review, verification of designated objects, and collection of particulate air pollution fees. A total of 182 companies have been announced that they are required to report their emissions.
2. During the implementation of this plan, a total of 150on-site inspections of air pollution fee reporting cases were carried out, and the control status of 23 public and private premises confirmed to be updated which had not been inspected for a long time was carried out.
(5) Publicity and Other Tasks
1. During the implementation of this plan, one volatile organic compound control promotion briefing, one air pollution fee and emission report promotion briefing, and one gas station regulation promotion briefing were held.
2. During the implementation of this plan, 77 contingency operations were initiated in conjunction with the Warning Information on Severe Deterioration of Air Quality.
3. During the implementation of this plan, 22 times of the review of contingency measures for air pollution emergencies were carried out.
4. During the implementation of this plan, we tracked the boiler manufacturing process improvement operations, and completed 5 companies including Long John Tsung Right Industrial Co., Ltd., Yung Hung Dyeing & Finishing Industrial Co., Ltd. and Goodlot Enterprise Co., Ltd.
5. During the implementation of this plan, the industries were counseled to reduce the content of volatile organic compounds in the manufacturing process raw materials or to use alternative raw materials through the air pollution fee report and the air pollution fee on-site inspection. Among them, 12 companies including Jinshan Company and Hsinhungchang Company, of which the manufacturing process has switched to the materials with low volatile organic content.
6. Conducted the database update of this County’s auxiliary system for emergency air pollution accident response query. Such system was updated 4 times during the implementation of this plan.
