The project goal contains five core implementation objectives as “enhancement of the Environmental Management System (EMS), the Industrial Waste Report and Management System (IWR&MS), and the Resource Management System (RMS)”, “advancement of the Global Positioning System (GPS) for waste transportation vehicles and the self-management function”, and “strengthening information security, ensure normal operation of industrial waste related information system (EMS, IWR&MS, RMS and GPS)”, as well as “implementation of information disclosure and improvement of administrative efficiency”.
The project has improved system service quality by listening to users' needs and ideas to improve the user-friendliness and efficiency through revision of the reporting pages. In addition, the project also listened to the needs from environmental protection agencies and industries to expand those commonly used reporting functions and adjust their efficiency, to provide multiple information tools to strengthen the independent management capabilities of industry operators; as well as providing multiple electronic payment and remittance functions that are convenient, time-saving, reducing direct contacts to improve the government's image. In terms of system performance, in addition to cooperating with the Department of Monitoring and Information of the Ministry of Environment for performance tuning, the project also self-operated the monitoring system and adjusted the performance, to gradually update the system compiler.
In order to enhance the goal for the management of waste collection and transportation vehicles to conform to their actual transportation situation, the project in this year has fully converted to the highly compatible TGOS geographical information system, and improved the warning area and autonomous checking functions to improve the relevant functions to facilitate the management and tracking by environmental management units.
In terms of strengthening the circulation flow of resources in compliance with laws and regulations, the project has provided the recycled product flow tracking and delivery manifest reporting functions, as well as the pre-processing of the resource recycling network permits login and declaration function; and gave priority to research and analysis of the way to include industrial materials into permit management.
In order to improve the system information security, the project has laid down scheduled checks and backups operation process flow with regular system vulnerability scanning and correction to build sound protection mechanism for the system information security, and to ensure the system information safety, availability and integrity. The project has continued its coordination with relevant policy and independent vulnerability scanning management to enhance the system security level. At the same time, the project also assists the Resource Circulation Administration in participating in the Executive Yuan’s internal and external information security auditing operation, as well as coordinates the integration and establishment of various documents.
The project provides toll-free service hotlines for inquiries regarding industrial waste. An average of about 4,300 inquiries were received per month regarding permit applications, reporting, and system operation. The project also continuously updates the FAQ section to provide a comprehensive knowledge bank for industrial waste management and to provide more professional consultation services as well. In terms of statistic works and administrative supports, the project has completed the edition of the 2022 annual report and updated the statistical data 11 times for industrial waste reported in the IWR&MS systems. The project also assisted the Resource Circulation Administration in conducting GPS project auditing and completed at least 408 statistical cases and temporary needs to support the promotion of the Resource Circulation Administration’s management policies.
