媒合環評增量抵換來源之溫室氣體減量效益平台專案工作計畫
| 中文摘要 | 為鼓勵民眾淘汰老舊機車並換購電動機車，環境部於111年發布《淘汰老舊機車換購電動機車溫室氣體減量獎勵辦法》及《淘汰老舊機車換購電動機車溫室氣體減量效益媒合服務作業程序》，本計畫據此建置汰購減碳獎勵系統。112年更發布《老舊汽車汰舊換新溫室氣體減量獎勵辦法》及《老舊汽車汰舊換新溫室氣體減量效益媒合服務作業程序》，擴大獎勵車種至小客（貨）車，故本計畫包含3大工作項目：「辦理『汰舊換購電動機車減碳獎勵（媒合）』系統平台之功能擴充、維運及維護」、「辦理車輛減碳效益政策推動宣導活動」、「辦理本部車輛（機車及汽車）汰舊換新減碳效益獎勵（媒合）作業」。因應擴大補助汽車，本計畫已完成擴充7項汰購減碳獎勵系統功能，並協助編撰汰購申請服務使用條款、更新網頁操作手冊與製作懶人包，更導入LINE自動通知訊息，使環境部能準確掌握每日案件申請情形。於政策推動宣導方面，112年已辦理1場次記者會、協辦3場次說明會，更協助設計報紙廣告與文宣，達一定程度宣傳效果。辦理審查作業部分，累計審查共38,664件，其中通過件共38,054件，累計問題件共9,343件，占總申請件24.1%，累積客服案件數共5,050件。本計畫執行造冊共98冊，累計共37,054件造冊，共撥款36,223件。 | ||

Matching Platform for Environmental Assessment Incremental Offsetting Sources and Greenhouse Gas Reduction Benefits
| 英文摘要 | To encourage the public to replace petrol scooters with electric ones, the Ministry of Environment announced in 2022 the Incentive Measures for Replacing Petrol Scooters with Electric Ones to Reduce Greenhouse Gases and the Procedures for Matching Services for Greenhouse Gas Reduction Benefits of Replacing Petrol Scooters with Electric Ones. Based on these, this project established a Carbon Reduction Incentive System for such replacements. In 2023, the Incentive Measures for Greenhouse Gas Reduction by Replacing Old Cars with New Ones and the Procedures for Matching Services for Greenhouse Gas Reduction Benefits of Replacing Old Cars with New Ones were also announced, extending incentives to include small passenger and cargo vehicles. Consequently, this project comprises three tasks: expanding, operating, and maintaining the matching platform for electric scooter replacement and carbon reduction incentives; conducting advocacy activities for vehicle carbon reduction benefits policy; and implementing the Ministry’s incentives for matching old vehicle replacement with carbon reduction benefits. In response to the expanded subsidy for automobiles, this project enhanced seven functions of the Carbon Reduction Incentive System and assisted in drafting service terms for replacement applications, updating web operation manuals, and producing easy-to-understand guides. LINE notifications were introduced, enabling the Ministry of Environment to accurately monitor daily application statuses. For advocacy, one press conference and three explanatory meetings were organized in 2023, along with newspaper advertisements and promotional materials, achieving significant publicity. Regarding the review process, a total of 38,664 cases were reviewed, with 38,054 approved. There were 9,343 problematic cases, accounting for 24.1% of total applications, and 5,050 customer service cases were handled. The project compiled 98 volumes of records, totaling 37,054 registered cases and 36,223 cases disbursed. | ||
