The main work content of this project includes: inspection of unscheduled vehicles, improvement of regular inspection rate, promotion of low-pollution vehicles, management of regular inspection stations, maintenance of new and existing charging stations, and holding promotion activities. The implementation period of the project is from January 1, 2023 to December 31, 2023. The preliminary implementation results of various tasks as of December 2023 are shown in Table I (part of the data is based on the announcement of the Ministry of Environment) Counting till January 1 ), in addition to the routine operations handled every month, the inspection operations of unscheduled scooters, notices and reminders for regular scooter inspections , noise technology law enforcement and recall inspection operations, and quality assurance and quality control at scooter inspection stations including inspection operations, such as air quality maintenance area planning operations, idling campus promotion, publicity operations, etc. which all have all been completed. In addition to monthly noisy vehicle inspection operations, rural inspection services and clean area inspection operations, and news information release, the remaining items have all been completed, and the statistical implementation progress has reached 100 % as of December 31 this year .
During the project period, 50,000 vehicles in use need to be inspected. As of December 31, 2023, a total of 60,676 vehicles in use have been inspected , including 57,876 vehicles inspected using the license plate recognition system, 2,800 vehicles inspected on the roadside, and unscheduled in-use scooter inspection operations have been carried out for 10 times, and a total of 306 fuel-consumed sooters were inspected. Pingtung City had the largest number of inspections, with 17 unqualified vehicles. The average inspection failure rate was 5.56% .
During the project period, 340,000 regular inspection notice postcards needed to be sent. In December this year, more than 340,000 postcards had been sent , and the target number of inspection reminder notices is 60,000. 60,000 inspection reminder notices had been sent. As of the end of November, the regular inspection rate of scooters in Pingtung County reached 81.64 %, of which the regular inspection rate in Liuqiu Township reached 90.54 % . According to the regular inspection data of the Ministry of Environment, based on the number of scooters inspected in the county, a total of 323,590 scooters have been inspected as of November, with a failure rate of 3.86 %. The re-inspection pass rate is 99.65 % and 99.77% based on the two- and four-stroke reespectively.
In order to maintain the quality of inspections at regular inspection stations, it is necessary to complete regular inspections at regular inspection stations and perform 70 actual vehicle inspections this year. As of December 31, 2023, a total of 429 regular inspections at regular inspection stations and irregular inspections have been completed . There are 25 stations and 70 actual vehicle and gas inspection stations. Among them, a total of 22 inspection stations have defects, and the proportion of missing inspection stations was 4.2 %. The main defect item is " whether the inspection area frame line is clear " as one of the main defect items. "The approval certificate is not hung" is still seen. . As for the actual vehicle inspection part, a list of specific objects has been listed, with the main inspection objects being traceability of unqualified inspections, abnormal inspections, and inspection stations listed within the bureau or recommended to be designated. Currently, there are no abnormal stations in the inspection results.
There are a total of 258 electric scooter charging stations set up by the Pingtung County Environmental Protection Bureau and charging locations provided by scooter dealerships . A total of 10 stations have been added this year . This project needs to complete maintenance work at least once during the project period, including repair and charging as requested by the public. According to statistics, a total of 469 stations have been maintained as of December 31, 2023.
In order to maintain air quality and publicize the concept of scooter stalling among the public, during the project period, scooter idling stalling persuasion operations have been carried out in places prone to idling , major road sections, and around campuses…etc. in Pingtung County, with a total of 1,144 vehicle idling persuasion completed, continuing to promote demonstration zone publicity work for schools in Pingtung City .
This year, motor vehicle noise technology enforcement and in-use vehicle inspections have been added. Currently, 74 inspections have been carried out, including in Ligang Township, Jiuru Township, Neipu Township and other places, as well as at Provincial Highway 26 and some hot road sections on Kenting main street during Spring Scream event; a total of 750 vehicles were stopped and inspected in cooperation with police inspection services; a total of 148 vehicles were also inspected for vehicle noise and emission, of which 72 vehicles passed the exhaust test and 9 vehicles were marginal and the number of unqualified vehicles was 22. Judging from the results of exhaust inspection after the noisy vehicles were obviously modified, the failure rate of the initial exhaust inspection was 35.7%.
According to the planning of environtmental protection bureau in our county, in order to protect students’ heath, Hesheng Elementary School, which has the second largest number of students, is designated as the fourth airspace maintenance area . If the control results are appropriate, it can be expanded to other campuses. The control targets are mainly fuel-fired scooters that have been out of the factory for five years and must undergo regular inspections within the deadline. It is expected to be implemented in 2024. Preliminary traffic flow statistics and school negotiations have been completed. It is hoped that through the implementation of mobile pollution source control, regional air quality will be improved and children will have a healthy learning environment.
Since cooperating with the Ministry of Environment to implement the incentive and subsidy measures to promote the replacement of old and new purchases every year, the number of second-stroke scooters and the number of older vehicles in phases 1 to 4 in Pingtung County has been reduced year by year. According to statistics on vehicle phase-out and scrapping from January to November 2023, the county has phased out a total of 15,841 phase 1 to phase 4 scooters, of which 2,521 are two-stroke scooters. The preliminary air pollutant reduction results are calculated to provide pollution emission reductions of PM 10 : 4.37 metric tons, PM 2.5 : 3.32 metric tons, NOx: 17.45 metric tons, NMHC: 85.01 metric tons.
