This Plan assists the Ministry of Environment, to improve this City’s quality of rivers’ water bodies, to continuously in cooperating with the Environmental Protection Administration’s policies, actively implementing pollution control work for water pollution sources in accordance with the “Water Pollution Control Act” and related regulations. Hopefully the enterprises’ discharge of wastewater could be reduced through administrative control measures. Therefore, to further achieve pollution reduction and improve river water quality on the existing basis, as well as being based upon the purpose of improving environmental water quality and materializing the “charging from polluters” principle, the Environmental Protection Administration started to levy water pollution control fees on May 1, 2015 as well, collecting pollution control and environmental restoration fees from polluters and destroyers according to the environmental pollution and polluter charge system, thereby maintaining the sustainable use of the environment. In this light, we continued to push forward the “2023 Plan for Annual Water Pollution Source Inspection and Verification of Water Pollution Control Fee Collection” in 2023. It was hoped that through this Plan, the status of water pollution sources and pollution volume survey within the jurisdiction of this city would continue to be enhanced. Enterprises that should be collected water pollution control fees and the sewer systems (excluding public place and community) were effectively controlled and urged to pay water pollution control fees. Large pollution sources and public sewer systems that reached a certain scale and major violations should be set up automatic monitoring (visual) facilities, continued to manage the discharges, guided the utilization of livestock resources, reduced pollution discharge, and ensured river cleanliness, expected to reduce pollution from point source through administrative control measures, and materialize the polluter charge spirit of internalizing the external cost of polluting behavior.
