112年度金門縣逸散污染源稽查管制計畫

中文摘要 自112年1月至12月期間本計畫辦理本縣營建空污費申報件數共515件,申報營建空污費11,318,561元;申報件數及金額以「區域開發工程類」為最高,佔比43%;各鄉鎮以金城鎮136件申報件數為最多,金額以金湖鎮5,955,245元最高。統計期間辦理完工結算共531件,補繳金額為4,783,676元;申報逾期加徵滯納金或利息案件共33件、滯納金與利息金額共計15,027元。統計期間營建空污費淨收金額為15,789,804元。 112年截至12月底施工中工地共計1,074處,本計畫完成查核工地數1,040處,工地納管率為96.83%,並共完成3,900件次營建工地巡查。 營建管理辦法平均符合法規比例為75.75%,各級別以第一級工程平均86.46%較高。各鄉鎮以金城鎮平均83.95%最高。經查核管制後TSP污染削減量為318.28噸,平均污染削減率為62.03%。各級別以第二級工程污染削減率63.54%較高。各工程類別以SRC工程污染削減率71.64%最高;各鄉鎮以金湖鎮污染削減率65.45%最高。 因111年度營建工程管辦修正,間接導致營建無紙化查核系統須配合營建管辦內容進行升級與更新,截至10月底無紙化查核系統設計已完成初步規劃架構及預計呈現模組內容,於6月份進行首版確認,針對地區使用慣性進入調整模式,已於10月份完成技術轉移,11月份正式上線使用。 本計畫亦因應管辦修正內容針對大型營建工地完成污染減量協談3場次,以本年度申報之大型工區(太湖營區統包工程)進行污染減量協談,除透過現場巡查掌握工區施作狀況外,對於防制設施設置不足之處要求改善,將嚴重缺區輔導至輕微缺失,大大減少施作工程污染排放與提升業主及營造承包商污染防制觀念,另兩案因本年度未有其他大型工區,故選定容易被民眾關注之校區改建工程進行協談,提醒廠商務必做好防制設施,並留意施工噪音造成學童影響。 為了解本縣洗掃街道路成效與協助環境部進行調查本縣道路街塵負荷與車型路徑污染排放量調查,本計畫亦已完成2次坋土採樣檢測,其完成洗掃前共計為B級道路11條,C級道路1條, 而洗掃後成效為A級道路8條,B級道路4條。 裸露地管制方面,現地清查之裸露地共列管裸露地41處,其中本年度新增完工裸露地40處,共計19,075 m2,已完成改善面積為16,020 m2,尚未有完全改善裸露地面積3,055m2,屬一般裸露地1處約24,000 m2,已完成改善面積為22,800 m2,後續將持續追蹤改善情形。 露天燃燒管制方面,共計稽巡查81件露天燃燒案件,其中發現66件露天燃燒情形,立即協請進行撲滅,並加強宣導勿露天燃燒觀念及危害;經換算,TSP之抑制量為12.10公斤、PM10之抑制量為30.52公斤、SOx之抑制量為1.80公斤、NOx之抑制量為11.15公斤、CO之抑制量為164.91公斤、THC之抑制量為79.55公斤、NMHC之抑制量為55.75公斤。

2023 Kinmen Fugitive Emission Control Plan

英文摘要 From January to December 2020, this plan processed a total of 515 construction air pollution fee declarations in the county, with construction air pollution fees of 11,318,561 yuan declared.
