溫室氣體長期減量策略與環境衝擊關連探討計畫

中文摘要 2050淨零目標意即將全球氣溫限制在1.5℃內。臺灣已通過氣候變遷因應法納入2050淨零目標,並自《巴黎協定》通過後即著手進行綠色轉型,為全球脫碳行動貢獻一己之力,並為臺灣自身帶來包括保障長期競爭力、進入公正轉型與改善環境等益處。2050年實現淨零轉型需從現在大規模地使用現有低碳技術,並在未來廣泛使用目前尚未完成的新技術。綜合淨零技術發展、淨零轉型、淨零法制等綜效,則需從多面向整合評估著手。溫室氣體低排放分析平台專門針對能源政策和氣候變遷減緩策略的整合評估模型工具,同時也可設定與能源相關的環境參數,模擬減緩策略空污減量共同效益。本計畫旨在建立因應能資源使用與溫室氣體排放議題之低排放分析平台淨零模型 (LEAP Net Zero Model) 模型。並運用模型評估結果協助政策制定過程確定必要之部門減量方案,以及臺灣於採用建議方案時所需的相關政策及配套研究。本計畫將以國發會「臺灣2050淨零排放路徑及策略」與「淨零轉型十二項關鍵戰略行動計畫」為基礎,評估2050年實現溫室氣體淨零排放的可行路徑,亦參與加入 IPCC 倡議的「國際整合評估模式聯盟」(IAMC) 會員,以期國際合作完善評估成果。

Study on Long-term Greenhouse Gas Reduction Strategies and Related Environmental Impacts

英文摘要 To address the climate crisis, reduce greenhouse gas emissions, and limit global temperature increase to 1.5°C by 2050, the Paris Agreement Parties are updating their nationally determined contributions and long-term strategies using cost-effective technologies. Taiwan has already incorporated the 2050 net-zero target into its Climate Change Response Act and committed to achieving net-zero emissions by 2050. Achieving this transformation requires the large-scale use of low-carbon technologies and the development of new technologies, as well as a comprehensive evaluation of technology development, transformation, and legislation. The Low Emission Analysis Platform (LEAP) model is a comprehensive tool for evaluating energy policy and climate mitigation strategies, including the co-benefits of air pollution reduction and mitigation strategies. This project aims to establish a net-zero model using the LEAP platform to evaluate the feasibility of achieving net-zero emissions in Taiwan by 2050. The results of this evaluation will inform the policy-making process, including the necessary sectoral reduction plans, policies, and supporting research needed. This project will also participate in the Integrated Assessment Modeling Consortium (IAMC) to improve the evaluation results through international cooperation. Overall, this project contributes to global decarbonization efforts while benefiting Taiwan's long-term competitiveness, fair transition, and environmental quality.
