The implementation period of this project will start from February 17, 2023. The main tasks include: inspection of unscheduled scooters, improvement of regular inspection rate, promotion of low-pollution vehicles, diesel vehicle and ship control operations, and various publicity activities . The quantitative progress of the work is summarized in Table I. According to the progress plan, various project control methods were implemented, and statistics as of December 25 , 2023 .
The county's scooter inspection rate was 73.95 % as of November according to statistics announced by the Ministry of Environment. Measures in the project to improve scooter inspection include: sending regular inspection postcards, inspecting unscheduled scooters, sending inspection reminder notices, and provides regular inspection for mobile vehicle inspection services, etc., and completed license plate recognition and inspection of 7,108 unscheduled vehicles, inspected 5,103 unscheduled scooters, stopped and inspected 231 vehicles on the roadside, and sent 45,000 regular inspection notices and 22,000 inspection reminder notices.
According to the statistical data of mobile regular inspection vehicles, 7,179 vehicles have been completed as of December 2023. Preliminarily, for the county’s regular inspection rate of scooters, it has provided a 12.4% contribution to the regular inspection rate. The county’s three regular inspection services and special practices
such as outlying island inspections show that mobile services have become an important task for vehicle owners in the county, and they can increase the regular inspection rate of scooters in various administrative regions of the county.
521 diesel vehicles were visually inspected for smoke detection, and the proportion of inspections was transferred to other areas. Different road sections were added, such as Jihai and Shanshui sections for diesel vehicle driving inspections, and 405 vehicles were completed for smoke emission inspection. Factory and station inspection operations are carried out to improve the county's diesel vehicle management operations; and in conjunction with diesel vehicle oil sampling inspections, there is currently no situation where the sulfur content of the oil exceeds the standard, which also stabilizes the results of diesel vehicle pollution control. For 10 gas station oil product sampling operations, the oil product analysis results were all qualified.In terms of ship pollution control, statistics show that as of December 2023, visual smoke detection has been carried out on 110 ships, and oil sulfur content sampling inspection has been completed on 20 ships. The achievement rate of both operations reached 100% , and the visual opacity rate was lower than 35%. There are 150 registered yachts and 1,328 registered fishing boats ; a total of 4 joint inspections have been carried out this year, and no illegal use of oil products has been detected at this stage.
Among the issues of public concern, a total of 120 places of environmental monitoring surveys have been carried out ( including 80 places of noise monitoring and 40 places of extremely low frequency and radio frequency non-ionizing radiation ). At this stage, the monitoring results are all in compliance with the control standards. In terms of public questionnaires or satisfaction surveys, 300 questionnaires were distributed and collected in October this year .
6 publicity activities have been carried out till December. In March , we cooperated with the supervision unit to go to Jibei and Hujingli to carry out regular scooter inspection and obsolete subsidy information publicity. In April , we went to the county square and Wai'an Activity Center, worked with students from the Automotive Maintenance Department of National Penghu Marine and Fishery Vocational High School in this county to promote the integration of vehicle maintenance and inspection, and cooperated with Taipei City University in joint publicity work on environmentally friendly vehicles, and continued to implement diversified publicity work, hoping to deepen the important concepts of regular inspection of scooters among young students. In September and early November, we went to Xingren Community and Wukan Community to publicize information on regular scooter inspections and obsolescence subsidies. In addition, the fixed idle stall propaganda signboard ismaintained regularly every month, and 12 idle stall inspection and persuasion operations have been completed.
In line with the central air pollution reduction policy, there were 1,402 two stroke scooters in the county at the end of December 2022. As of November 2023, there were still 1,251 two-stroke scooters. A total of 151 two-stroke scooters have been phased out this year . It is estimated that a reduction of the total amount of PM 10 0.08 metric tons, PM 2.5 0.06 metric tons, NOx 0.03 metric tons, NMHC 1.12 metric tons and CO 1.78 metric tons; at the end of 2022, there were 13,917 scooters in the first to fourth phases. By October 2023, there were 11,971 scooters in the first to fourth phases , and the phase-out was completed. There are 1,946 scooters from the
first to the fourth phases, with a total reduction of 0.43 metric tons of PM 10, 0.32 metric tons of PM 2.5, 1.95 metric tons of NOx, 8.63 metric tons of NMHC and 23.88 metric tons of CO.
