112年原鄉垃圾處理與優化之整體策略規劃暨環保設施效能精進專案

中文摘要 本計畫協助蒐集建立全國55個原鄉地區垃圾及應回收廢棄物清運路線相關資訊,及調查原鄉地區基本資料,包含各原鄉之人口數、清運方式、清運路線、清運機具數量、清潔隊員人力、髒亂點數量等資料,並結合地理資訊系統(簡稱:GIS)以視覺化地圖呈現,利用GIS將人口、交通、地形、土地使用等因子進行空間分析,繪製的分級潛勢地圖,且透過GIS系統的套疊分析功能,推估髒亂點高風險區域。 為有效阻絕原鄉地區髒亂點持續衍生,本計畫今年度協助媒合設置3處智能化監控示範點,分別為新竹縣關西鎮(馬武督段馬武督小段)、(仁安段)、五峰鄉等,執行期間經檢視影像畫面發現位於新竹縣關西鎮共有4案民眾隨意棄置垃圾情形,後續已由當地環保單位進行行政裁處作業。 此外,本計畫也完成新竹縣尖石鄉、新竹縣五峰鄉、南投縣魚池鄉等3處垃圾集中收運定點示範點設置,透過補助設置定點垃圾及應回收廢棄物收集優化設施,提供偏遠地區民眾多元且便利之垃圾排出管道,完善且有系統的集中收運點可降低民眾隨意棄置的比例。

英文摘要 This project assists in the collection and establishment of information on garbage and recyclable waste removal routes in 55 rural areas across the country, and investigates basic information on the rural areas, including the population of each rural area, collection methods, routes, and transportation Data such as the number of machines, cleaning team manpower, and the number of dirty spots are presented in a visual map combined with a geographical information system (GIS). GIS is used to conduct spatial analysis on factors such as population, transportation, terrain, land use, etc., and draw a hierarchical potential Map, and through the overlay analysis function of the GIS system,to find out the high-risk areas for dirty spots. In order to effectively prevent the continued proliferation of dirty spots in rural areas, this plan will assist Matchmaker to set up 3 intelligent monitoring demonstration sites this year, namely Guanxi Town, Hsinchu County (Mawudu Section), (Yan'an Section), Wufeng Township (Heping Qiaotou), etc. During the execution, video footage was reviewed and it was found that there were 4 cases of people dumping garbage at will in Guanxi Town, Hsinchu County. Subsequent administrative sanctions were carried out by the local environmental protection unit. In addition, this project has also completed the establishment of three designated demonstration sites for centralized garbage collection and transportation, including Jianshi Township in Hsinchu County, Wufeng Township in Hsinchu County, and Yuchi Township in Nantou County. Through subsidies, the establishment of designated garbage and recyclable waste collection optimization facilities will provide Diversified and convenient garbage discharge channels for people in remote areas, and complete and systematic centralized collection and transportation points can reduce the proportion of random disposal by people.
