112年嘉義市低碳永續家園建構推動計畫

中文摘要 氣候變遷已為全世界所重視之議題之一,其為自然環境及生物生態帶來許多負 面衝擊,包括極端氣候、生物滅絕及自然資源之耗竭等,為響應國際淨零排放及永續發展之趨勢,嘉義市政府環境保護局推動「112年度嘉義市低碳永續家園執行計畫」,其內容包括:「辦理因應氣候變遷相關工作業務」、「推廣低碳永續家園相關業務」、「推動因地制宜之低碳行動」、「協助宣導推廣太陽光電發電系統」、「其他配合事項」等5大工作項目,各工項執行目標及成果說明如下: 一、辦理因應氣候變遷相關工作業務 為達成本市溫室氣體減量及 2050 淨零排放目標,本市透過辦理政府機關及學校溫室氣體減量說明會、溫室氣體盤查增能培訓課程、溫室氣體抵換說明會及「邁向能源轉型.綠色能源全民參與」公民咖啡館等各1場次,使其瞭解溫室氣體盤查之作業流程,透過掌握自身溫室氣體排放情形,擬定相應之溫室氣體減量策略或計畫,並廣納各方意見,藉以建構本市低碳調適及永續等相關政策之規劃及執行。 二、推廣低碳永續家園相關業務 為促使民眾於日常生活中落實節能減碳行動,本市配合轄內銅級認證以上里辦理2場次低碳永續家園示範活動。另為提升本市推動低碳家園之能量,除輔導已取得銅級以上認證之村里持續推動低碳永續行動,並輔導5里新增低碳永續行動項目,共新增綠美化面積約103.13平方公尺,固碳量約30.938kg CO2e;使用20公斤回收廢棄物,減碳量約15.584kg CO2e;另協助 4 里參與低碳永續家園評等認證作業,共取得1銀級、3銅級之低碳永續家園認證。 三、推動因地制宜之低碳行動 輔導本市12所國中、小學及幼兒園參與「嘉義市低碳校園標章認證實施計畫」,今(112)年度共有5所學校取得「金級認證」、7所學校取得「銀級認證」,並透過本市輔導4所學校建置水資源回收再利用系統,每年可回收水量約232,875公升,減碳量約36.3285t CO2e。 四、協助宣導推廣太陽光電發電系統 響應國家溫室氣體長期減量願景,本市以再生能源為主軸,辦理3場次太陽光電發電系統推廣說明會、2場次太陽光電潛力場域現勘及1場次太陽光電跨縣市觀摩會,提升民眾對太陽光電系統之認同度及建置意願,以提升本市再生能源占比,打造低碳的陽光家園。 五、其他配合事項 透過發佈新聞稿6則及臉書貼文12則,推廣民眾於生活中落實低碳行動,並持續參與低碳永續相關活動,藉以宣傳本市節能減碳推動成果,提高本市於國際之能見度。

2023 Chiayi City Low Carbon Sustainable Habitat Implementation Plan

英文摘要 Climate change has become a globally recognized issue, bringing many negative impacts to the natural environment and biodiversity, including extreme weather events, biodiversity loss, and depletion of natural resources. In response to the international trends of achieving net-zero emissions and sustainable development, the Environmental Protection Bureau of Chiayi City has initiated the "2023 Chiayi City Low Carbon Sustainable Habitat Implementation Plan." The plan includes five major projects: "Conducting Climate Change Response-related Operations," "Promoting Low Carbon Sustainable Habitat-related Business," "Promoting Locally Appropriate Low Carbon Actions," "Assisting in Advocating Solar Photovoltaic Systems," and "Other Coordinated Efforts." The summary of implementation results is as follows: 1. Conducting Climate Change Response-related Operations To achieve the city's goals of greenhouse gas reduction and net-zero emissions by 2050, the city has organized events such as government and school workshops on greenhouse gas reduction, greenhouse gas inventory training courses, offsetting explanation sessions, and a civic café named "Towards Energy Transition: Green Energy Public Participation." These events aim to help participants understand the greenhouse gas inventory process, formulate corresponding greenhouse gas reduction strategies or plans based on their emissions, and gather opinions from various stakeholders. This contributes to the planning and implementation of relevant policies for low-carbon adaptation and sustainability in the city. 2. Promoting Low Carbon Sustainable Habitat-related Business To encourage residents to implement energy-saving and carbon reduction actions in their daily lives, the city has conducted two demonstrations of low-carbon sustainable habitat activities in neighborhoods certified at the copper level or above. Additionally, efforts have been made to guide certified villages in sustaining low-carbon actions and assist five neighborhoods in implementing new low-carbon sustainable projects. These projects have resulted in an increase of approximately 103.13 square meters in green beautification areas, sequestering around 30.94 kg CO2e; recycling 20 kg of waste, reducing emissions by about 15.58 kg CO2e. Furthermore, assistance has been provided to four neighborhoods participating in low-carbon sustainable habitat certification, resulting in one silver certification and three copper certifications. 3. Promoting Locally Appropriate Low Carbon Actions The city has assisted 12 primary and secondary schools and kindergartens in participating in the "Chiayi City Low Carbon Campus Certification Implementation Plan." In the current year (2023), five schools achieved "gold certification," seven schools achieved "silver certification," and assistance has been provided to four schools in establishing water resource recycling and reuse systems. These systems can annually recycle approximately 232,875 liters of water, resulting in a reduction of about 36.323 metric tons of CO2e. 4. Assisting in Advocating Solar Photovoltaic Systems In alignment with the national long-term greenhouse gas reduction vision, the city, focusing on renewable energy, has organized three seminars on the promotion of solar photovoltaic systems, two site surveys of potential solar photovoltaic areas, and one cross-county observation meeting. These efforts aim to enhance public awareness and willingness to install solar photovoltaic systems, ultimately increasing the city's share of renewable energy and creating a low-carbon, sunny home. 5. Other Coordinated Efforts Through the publication of six press releases and twelve Facebook posts, the city has promoted the implementation of low-carbon actions in daily life. The ongoing encouragement of public participation in low-carbon sustainable activities serves to publicize the city's achievements in energy conservation and carbon reduction, thereby enhancing the city's international visibility.
