112年度花蓮縣機車排氣稽查管制計畫

中文摘要 (一)依環保局規劃,本計畫各工作項目於計畫執行期程內皆已達規劃之累計目標數。 (二)統計至112年底,機車定檢到檢率依回歸車籍計算為83.39%,已完成檢驗數113,270輛,依回歸定檢站定檢率為78.28%,已完成檢驗數106,327輛。 (三)統計至112年底共完成移動式定檢服務7,199輛,路邊攔檢3,618輛,車牌辨識系統277,658輛,淘汰一至四期老舊高污染機車10,975輛次,逾期未定檢機車稽查處分25,544件,定檢不合格未複驗合格稽查處分141件,逾期六個月未定檢機車稽查處分6,344件,攔檢不合格未複驗合格稽查處分11件,逾期未定檢進出本縣空氣品質維護區稽查處分589件,逾期六個月未定檢註銷車籍6,195輛,烏賊車檢舉113件,換購重型電動機車補助124件,換購輕型電動機車補助56件。 (四)對於提升淘汰一至四期老舊高污染機車情形,工作團隊除安排移動式定檢車加強路邊攔檢管制作業,也積極逐戶訪談一至四期老舊高污染機車車主,配合村里長及各級機關活動進行宣導,進行逐戶訪談及寄發補助訊息作業。 (五)定檢站負荷部分,秀林鄉、萬榮鄉及卓溪鄉為無檢驗站鄉鎮;目前以豐濱鄉及富里鄉檢測站檢驗負荷為最大,應可評估是否有需要新設檢測站,以提升各偏遠地區的到檢率。 (六)花蓮縣機車污染濃度,CO≧4.5%污染濃度佔總檢測的1.7%,HC≧9,000ppm污染濃度佔總檢測的0.1%,大部分檢測濃度小於1,000ppm,佔了97.1%。 (七)花蓮縣二行程機車CO平均濃度為2.67%、HC平均濃度為4,903ppm,四行程機車CO平均濃度為0.89%、HC平均濃度為180ppm,二、四行程混合後總平均濃度CO平均濃度為0.92%、HC平均濃度256 ppm。

英文摘要 1.The number of work items in the project reached the planned target during the project implementation period. 2.Statistics From January to December 2023, the locomotive inspection rate was 83.39% based on the number of returned cars and the number of completed tests was 113,270.
