112年生活污水管理策略及水污費徵收制度評析計畫

中文摘要 生活污水污染源改善方針主要為公共污水下水道建設，然而下水道未達地區的生活污水仍需透過設置建築物污水處理設施、社區專用污水下水道系統或聚落式污水處理設施處理，因此各類型生活污水處理設施均應確實管理。本計畫綜合研析生活污水處理設施管理策略，執行方法包含收集國內外文獻案例、調查各類型生活污水處理設施處理效率及碳排放情形、實地訪查社區污水處理情形、召開專諮會與研商會、辦理社區專用下水道操作管理訓練課程等，以掌握生活污水排放管制情形、加強宣導專業化操作並精進管理制度。本計畫另協助擬訂社區污水處理設施受託操作服務定型化契約應記載及不得記載事項草案、協辦預鑄式建築物污水處理設施審定登記案件審查、彙整地方辦理生活污水削減計畫執行成果，以及協助地方政府加速推動家戶水污費收費辦法法制作業。

Evaluation of the Management Strategy for the Domestic Sewage and Levy of Water Pollution Control Fee in 2023

英文摘要 While public sewage systems are widely used to treat domestic sewage, many places where public sewage systems do not reach rely on on-site sewage treatment facilities. Therefore, it is important to manage the on-site sewage treatment facilities. This project evaluated the strategies of managing on-site sewage treatment facilities by literature review, investigating the treatment efficiency and the carbon emission of sewage treatment facilities, onsite inspection, convening expert consultation meeting, and holding training courses of operation and management of community sewage treatment facilities, to oversee the management of domestic sewage discharge, emphasize the importance of profession, and improve the management system. This project also drafted "Mandatory and Prohibitory Provisions of Standard Contracts for Commissioned Operations of Community Sewage Treatment Facilities", reviewed registration cases for eligible prefabricated building sewage treatment facilities, summarize the outcomes of local governments’ domestic sewage pollutant reduction projects, and assisted local governments to accelerate the enacting of regulations for domestic water pollution control fee.
