112年度屏東縣室內空氣品質稽巡查管理計畫

中文摘要 計畫執行期間,屏東縣應符合室內空氣品質管理法之第一及第二批公告場所分別有12及42家,目前公告場所均已依規定完成專責人員設置、維護管理文件訂定及定期檢測與申報作業,法規符合率為100%。而在專責人員在職訓練部分,尚有12家場所須在1~2年期限內完成回訓,後續工作團隊將會密切追蹤公告場所是否如期完成在職訓練課程。 在公私場所現場訪查與巡查檢測作業方面,本年度共完成162家場所訪查作業(含第一批公告場所12家、第二批公告場所42家、非公告場所108家)及完成1,201點次之巡查檢測,場所初訪率達28%,為近四年最高。本年度CO2、HCHO、PM2.5及PM10巡檢高值發生率分別為4.7%、13.7%、0.9%及0.4%,與111年相比,CO2、HCHO、PM2.5及PM10巡檢高值發生率分別下降1.6%、14.8%、2.2%及4.9%,本年度各項污染物巡檢高值發生率為近三年最新低。其中,HCHO部分巡檢高值之出現,與場所進行必要的酒精消毒間接干擾電化學式甲醛直讀儀而出現較高測值有關,其他則多因現場有裝修行為所至;PM2.5及PM10巡檢高值主要是由於部分場所正進行改建作業或室內有使用水霧式消毒機所致,使用加濕器易造成光散射式PM感測器受干擾而產生巡檢高值。 在推動維護管理制度方面,共輔導33家場所訂定維護管理計畫文件,提供非公告場所參考納入日常工務檢點程序,超前部署進行室內空氣品質自主管理工作;另外,追蹤歷年已設置維護管理文件之場所,協助其中24家與現況不符者修正文件相關內容,以確保業者能夠正確管理室內空氣品質。 在標準值檢測方面,本年度共計完成21家次重點場所標準值檢測作業。其中,高樹幼兒園細菌超過標準值(1,000 CFU/m3)達2,147 CFU/m3,工作團隊已協助場所瞭解污染來源並建議應增加室內清潔消毒頻率,後續進行複測,細菌濃度為1,408、827 CFU/m3,低於標準值1,500 CFU/m3。此外,根據近5年標準值檢測統計結果顯示,轄內各類型公告場所檢測不合格項目以二氧化碳及細菌為主,超標場所類型則以商場及醫療機構為主,超標場所經工作團隊輔導進行改善後,近兩年已無超標情形發生。 室內空氣品質宣導作業部分,本年度辦理的法規宣導說明會,共計61人與會。此外,為增加民眾對於室內空氣品質的相關知識,宣導對象擴大至一般民眾及學童,本年度也配合辦理1場設攤宣導活動,採闖關遊戲、有獎問答等互動有趣的方式,提高參與者對於室內空氣品質的認知。 在室內空氣品質自主管理標章推廣部分,本年度工作團隊透過跨局處會議,取得各局處支持編列經費來推動管轄辦公處所取得標章,並共同建立轄內機構標章輔導機制協助場所完成標準值檢測工作,以持續推動轄內場所取得室內空氣品質自主管理標章,提高本縣標章普及率。根據環境部提供截至112年11月底全國標章數量統計結果,本縣標章核發數量暫居非六都縣市第一名(目前轄內標章取得家數共計85家)。

The 2023 “Indoor Air Quality Inspection and Management Project in Pingtung County”

英文摘要 There are 12 and 42 officially announced premises that shall meet Indoor Air Quality Act for the first and the second batch respectively in Pingtung County during the implementation period. The announced premises currently have all completed the establishment of dedicated personnel, formulation of maintenance management documents, and regular inspection and reporting operations in accordance with regulations, achieving a regulatory compliance rate of 100%. Regarding the on-the-job training of dedicated personnel, there are still 12 premises that need to complete retraining within one or two year timeframe. The subsequent project team will closely monitor whether the announced premises complete the on-the-job training courses as scheduled. This project has inspected 162 public or private premises including 12 and 42 officially announced premises for the first and the second batch respectively and 108 non-announced premises and executed 1,201 times of inspection testing using the direct reading instruments. The first time inspecting rate is 28% which achieves the highest in the past four years, The incidences of instant high value for CO2, HCHO, PM2.5 and PM10 are 4.7%, 13.7%, 0.9% and 0.4% respectively while inspection testing for this year. Compared with incidences of 2022, the incidence of CO2, HCHO, PM2.5, and PM10 decreased by 1.6%, 14.8%, 2.2%, and 4.9% respectively. The occurrence rates of pollutants' high values in inspections are the lowest in the past three years. The occurrence of high values in HCHO inspections is related to necessary alcohol disinfection interfering with the electrochemical formaldehyde direct reading instrument, while others are mostly due to on-site renovation activities. The high values in PM2.5 and PM10 inspections are mainly due to ongoing renovation work in some premises or the use of water mist disinfection machines indoors. The use of humidifiers can interfere with the light scattering PM sensor and result in high inspection values. As regards the promotion of indoor air quality maintenance and management system, we have comprehensively guided 33 premises to determine their indoor air quality maintenance and management plans and help non-officially announced premises add plan contents into their daily engineering check procedure for processing indoor air quality maintenance and management works in advance. In addition, the project team tracked premises that had established maintenance management documents in previous years and assisted 24 premises with content discrepancies to correct their documents, ensuring that operators can properly manage indoor air quality. In terms of standard value testing, a total of 21 key premises completed standard value testing operations this year. For instance, at Gaoshu Kindergarten, the bacteria concentration exceeded the standard value (1,000 CFU/m3), reaching 2,147 CFU/m3. The project team assisted the premises in understanding the source of pollution and recommended an increase in indoor cleaning and disinfection frequency. Subsequent retesting showed bacteria concentrations of 1,408 and 827 CFU/m3, both below the standard value of 1,500 CFU/m3. Moreover, based on the statistical results of standard value testing over the past five years, the main items that did not comply with the standards in various types of officially announced premises were carbon dioxide and bacteria. The types of premises with exceedances were mainly shopping malls and medical institutions. After the project team assisted in improvement, there have been no exceedances in the past two years. In terms of indoor air quality promotion, a total of 61 participants attended regulatory promotion seminars this year. Additionally, in order to enhance public awareness of indoor air quality, the target audience has been expanded to include the general public and schoolchildren. This year, a promotional event with booths was also organized, employing interactive and fun activities such as maze games and quizzes to enhance participants' awareness of indoor air quality. In the promotion of the Indoor Air Quality Self-Management Mark, the project team secured support and budget allocation from competent bureaus to facilitate the acquisition of the mark for their jurisdictional office premises through inter-bureau meetings. A collaborative mechanism was jointly established to guide premises within the jurisdiction in completing the test analysis of indoor air quality standards. This initiative aims to sustainably promote the acquisition of the Indoor Air Quality Self-Management Mark within the jurisdiction and enhance the prevalence of the mark in this county. According to the statistics provided by the Ministry of Environment as of the end of November, 2023, the number of marks issued in this county temporarily ranks first among all country except the six Special Municipalities (the current number of marks obtained within the jurisdiction is a total of 85).
