112年焚化再生粒料管理及資訊系統(含焚化廠)維運計畫

中文摘要 本計畫透過「焚化廠營運管理資訊系統」掌握焚化垃圾焚化廠焚化運作量能及底渣產出情形;「焚化再生粒料流向管理系統」管理焚化再生粒料產出、品質檢測、使用用途、銷售流向、使用地點等運作情形,並結合焚化再生粒料管理評鑑制度及不定期召開業務聯繫會議,輔導地方政府及再利用機構配合環境管理署(以下簡稱環管署)法規及政策,共同推動垃圾焚化廠焚化底渣再利用業務。 本年度環管署評鑑111年各縣市垃圾焚化廠底渣再利用推動成效,由高雄市及宜蘭縣獲得特優獎,並透過辦理頒獎表揚高雄市焚化再生粒料循環使用量為全國最高、首創跨縣市預拌混凝土廠認可機制,以及轄內使用焚化再生粒料之工程榮獲2021及2022「城市工程品質金質獎」肯定,宜蘭縣自辦倉儲式資源再生廠並結合水泥業,建構多元焚化再生粒料資源循環網絡等績優作為,作為其他縣市標竿學習精進業務之對象,以提升焚化再生粒料價值及強化地方管理政策及推廣作為。 垃圾焚化廠焚化底渣再利用營運管理部分,本計畫以「底渣處理率」及「粒料循環率」為關鍵性營運管理績效指標,統計112年1月至11月全國運作後,預估至年底之底渣處理率可達90%以上,粒料循環率可達95%以上,前三大主要用途為控制性低回填材料(CLSM)66%、基地路堤填築17.4%及掩埋場相關工程10.8%。

The year 2023 incinerating recycled aggregates management and information system (including incineration plants) maintenance project

英文摘要 The project has managed to predominate the operating capacity and bottom ash output information through the Solid Waste Incinerator Management System, and to manage the recycled aggregates output, quality inspection, purpose of use, sales flow and location of use etc. operational conditions through the Recycled Aggregate Management System. In addition, the project has combined with the recycled aggregates management evaluation system and convened business liaison meetings from time to time, to provide consultation to local governments and recycling organizations to facilitate their cooperation with the regulations and policies of the Environmental Management Administration (hereinafter abbreviated as EMA)jointly to promote the incineration plant bottom ash recycling business. This year, EMA evaluated each county and city regarding its garbage incineration plant bottom ash recycling effectiveness in 2022 and gave Special Awards to Kaohsiung City and Yilan County. Kaohsiung City was acknowledged for its assistance in processing the highest aggregate circulation quantity in the country, and pioneered a cross-county premixed concrete authentication mechanism. Because of incinerating recycled aggregates engineering, Kaohsiung City earned the "Urban Engineering Golden Quality Award" in both 2021 and 2022. On the other hand, Yilan County established its own warehouse resource recycling plant and collaborated with the cement manufacturing to create diversified incinerating recycled aggregates resource circular chain. These actions serve as benchmarks for other counties and cities to learn from, aiming to increase the value of incinerating recycled aggregates, and strengthen local management policies and promotion efforts. In terms of garbage incineration plant bottom ash recycling management, the project took “bottom ash treatment rate” and “aggregate circulation rate” as key indicators for the effectiveness of the operation management. According to the statistics of operation in the whole country from January to November of 2023, it is estimated that the bottom ash treatment rate can reach over 90% by the end of the year and the aggregate circulation rate can reach over 95%. The top three main uses are the Controlled-Low-Strength-Materials (CLSM) 66%, base embankment filling 17.4% and landfill.10.8% of related projects.
