112年度基隆市柴油車排煙檢測站操作管理及港區移動源稽查檢測管制計畫

中文摘要 本計畫主要推動工作重點為「輔導檢測領標章及船舶排煙稽查」,輔導使用中柴油車輛主動到檢並依其檢測結果核發「柴油車自主管理標章」的方式代替不定期稽查,此標章除能夠代表車輛通過排煙檢測合格外,更可因領有標章而可自由通行全國各地空氣品質維護區,免受到限制行駛或排煙攔查;若無法通過排煙檢測取得標章之1~3期大型柴油車輛,輔導其向行政院環保署申請汰舊換新、調修燃油控制系統或加裝空氣污染防制設備等補助改善。 檢視111年12月本市柴油車納管率109.6%,共計納管檢測2,850輛次,為全國各縣市排名第三名,若以各車種取得標章比率作為執行成效,垃圾清運車自106年即採門禁管制,已連續六年標章率100% (全國第一)、大客車透過輔導及場站稽查雙管齊下,連續四年標章率可達95%以上,另物流車隊貨車標章率已連續三年標章率可達>80%以上,本年度將延續歷年柴油車管制政策,再創納管佳績。 此外,為了讓更多的柴油車可完成年度檢測領標章,本年度提供「移動式排煙檢測服務」,結合交通部公路總局臺北市區監理所基隆監理站及原廠服務廠(FUSO、福輪保養廠VOLVO)、七堵區貨櫃集散站(陸海、台聯)、基隆港西岸(世一)、盛星公司(國光),當車主至監理站執行定期安全審驗或回原車輛保養廠之同時,也可完成排煙檢測合格取得自主管理標章,讓檢驗程序更完備,達成定檢、安檢合一之目標,預期本年度總檢測數(檢測站+移動式檢測)可望較111年多增加近10%檢測量能。 在改善「商港運輸管理」上,本計畫持續加強港區運輸車輛管制及靠港船舶廢氣排放等稽查作業,車輛管制上已於111年1月1日起正式實施基隆港空氣品質維護區,要求進出1~3期大型柴油車輛皆須取得柴油車自主管理標章,預估可有效提升標章率由48%提升至100%;另針對屢遭陳情或進港頻繁之客輪、客貨輪及貨櫃輪等…,採取無預警、主動式攝影及拍照稽查,並與交通部航港局北部航務中心及臺灣港務股份有限公司-基隆港務分公司建立港區船舶污染通報群組,有污染事實轉移航港局開單告發處分,若有污染之虞通報港務分公司輔導業者改善,持續以嚴密監控進出港區車輛及船舶排煙狀況,為本市空氣品質落實把關工作。
