To enhance the recycling of waste lubricating oil in our country, we have compiled foreign waste lubricating oil recovery and reuse methods, as well as related policies, and analyzed their applicability in Taiwan. We have conducted a carbon footprint assessment for the production of "regenerated fuel oil from waste lubricating oil," comparing the carbon emissions reduction benefits relative to primary fuel oil or other industrial fuels. We have also assessed the cost-effectiveness and feasibility of domestic self-service waste oil recovery machines and formulated a plan to align waste lubricating oil management with waste cooking oil, including the feasibility of introducing individual household recovery permits.
In response to the electric vehicle trend, we have evaluated that the waste lubricating oil production over the next five years will not be significantly affected. However, the promotion of natural gas policies will lead to a sudden drop in demand for regenerated fuel, affecting the primary reuse channel for waste lubricating oil. To prevent potential blockages in the future disposal of waste lubricating oil, we have developed an early warning mechanism and explored feasible approaches from the perspective of extended producer responsibility.
To monitor the distribution of waste lubricating oil within the country, we have conducted surveys of lubricating oil manufacturers, importers, distributors, user groups, waste lubricating oil sources, cleanup organizations, treatment and recycling facilities, and collected relevant data. We have summarized that the domestic lubricating oil consumption is approximately 340,000 tons, with an annual production of waste lubricating oil at around 246,000 tons, and the current treatment capacity is sufficient. Additionally, we have gathered and analyzed information on cases related to environmental or public safety pollution caused by waste lubricating oil over the past five years and reviewed the inspection operations related to waste lubricating oil carried out by the environmental protection bureaus, proposing relevant improvement suggestions.
To understand the distribution and reuse of waste cooking oil within the country, we regularly collect data on the current situation of domestic waste cooking oil generation, recovery, reuse, intermediate processing, and final destinations. We track the waste cooking oil inspection and management effectiveness assessments in various counties and cities, and provide suggestions for improving system operations.
