In accordance with the "Indoor Air Quality Management Law" and related regulations, this project assists the Nantou County Environmental Protection Bureau in carrying out investigation, guidance and improvement matters in various key places. It is hoped that through management and guidance, it can help citizens improve the indoor air quality in public places. Maintain good indoor air quality and thereby protect public health.
This plan will start from the bid award date (January 16, 2020) to December 31, 2020, and the work implementation rate will be 100%. The results of the final report period are summarized as follows:
1. Indoor air quality management inspection and verification operations
(1) The inventory of public and private places within the jurisdiction has been completed. A total of 1,027 places have been submitted for review.
(2) Complete pre-departure education and training on February 24 to facilitate smooth follow-up inspections.
(3) The calibration of three direct-reading detectors in the bureau was completed on March 10.
(4) Inspection operations have been carried out at 103 places, including 20 announced places, with a total of 847 points and 401 spaces tested, and a total of 3 places where the carbon dioxide concentration exceeded the standard.
(5) The specified number of special inspections of announced sites have been completed. A total of 16 sites have been inspected so far. The written information is all in compliance with laws and regulations. Among them, Nantou Hospital’s carbon dioxide exceeded the standard. Expert guidance has been arranged on August 8 to provide improvement suggestions.
(6) There are 7 first batch of announced places. This year, the libraries of National Jinan University and Nantou County Government Cultural Affairs Bureau have expired due to the expiration of their independent management labels, and they are required to perform the fourth regular inspection. All have been completed and reported online. There are 13 places in the second batch of announcements, 3 of which are required to complete the fourth regular inspection. Nankai University of Science and Technology, National Jinan International University and the Cultural Affairs Bureau Library have all completed regular inspections and declared online. The nursing home has not yet been completed, and our team will continue to track and urge its completion as soon as possible.
2. Indoor air quality improvement technology and on-site guidance
(1) Two sessions of expert guidance and improvement were completed on August 8, and experts and scholars were invited to provide professional improvement suggestions; our team continues to track the improvement situation, among which kindergartens have completed improvements; medical institutions have proposed improvements in accordance with the instructions of the bureau Plan and implement autonomous monitoring.
(2) All regular inspections of indoor air quality have been completed (12 in total), and bacteria exceeded the standard in 2 kindergartens. The detailed analysis is in Chapter 4-1-4 of the final report.
3. Independent management of indoor air quality in public places within the jurisdiction
(1) The publicity briefing was completed in mid-April, with a total of 58 participants. The theme of the meeting was "Indoor Air Quality Improvement Technology and Self-Management Label Briefing".
(2) In order to improve the acquisition rate of self-management labels within the jurisdiction, our team simultaneously distributed self-management labels and leaflets on simple improvement methods for indoor air quality of venues during inspections. This year, there were 4 public places and 17 public places within the jurisdiction. Non-announced places obtain independent management labels.
(3) This year, a total of 103 public and private places were inspected, and 41 of them were willing or considering applying for the self-management label. After inspecting all places, our team will provide a list of places that are willing to apply for the self-management label for the benefit of the Bureau. The party will continue to promote independent management of labels.
4. Cooperation matters with indoor air quality policies
(1) The campus publicity activity was completed in June, with a total of 480 teachers and students participating. The publicity activity has achieved good results.
(2) 300 copies of promotional materials (cotton and linen environmentally friendly shopping bags) have been purchased.
(3) The "Indoor Air Quality Media Promotion" was completed on December 26.
(4) The inter-bureau meeting was completed on September 18.
(5) The webpage update has been published on July 10. Colleagues in the bureau are requested to assist in updating and correcting it.
(6) Two press releases related to indoor air quality have been submitted, two of which are for publication by the news media in accordance with the contract.
