The manufacturing and use of chemicals bring well-being to people. However, when people abuse chemicals in large quantities and unscrupulously, it will not only affect the earth's environment, but also directly cause harm to you and me. The situation described in the world-famous book "Silent Spring" is the result of people's uncontrolled use of various chemical substances. Therefore, it is particularly important to create a non-toxic environment where neither people nor the environment are affected by chemicals.
In order to implement the non-toxic environment goals proposed by advanced countries, this plan collects 6 chemical substance management-related plans in our country: Implementation of the Stockholm Convention on Persistent Organic Pollutants, Implementation of Endocrine Disrupting Chemicals Management Plan, Implementation of the Minamata Convention on Mercury, Per- and polyfluoroalkyl substances (PFAS) management action plan (draft), Ten-year Action Plan to Halve Chemical Pesticide Risks and Asbestos information zone. In the International Chemicals Management or Public Health Related Policies section, information was collected on the following 8 management strategies or plans, including The UN Strategic Approach to International Chemicals Management (SAICM), The 5th session of the International Conference on Chemicals Management (ICCM5), WHO 10 chemicals of Major Public Health Concern, The EU Chemicals Strategy for Sustainability – Towards a Toxic-Free Environment, The European Human Biomonitoring Initiative (HBM4EU), Sweden non-toxic everyday life plan, The U.S. National Health and Nutrition Examination Survey (NHANES) and The German Environmental Survey (GerES). Based on the above information and with reference to the National Chemical Substances Management Policy Guidelines of Taiwan, five major goals for the promotion plan for non-toxic environment of Taiwan were formulated to integrate regulations and policies related to chemical management within the responsibilities of various domestic ministries. In addition, this plan also completed the "Short, Medium and Long-term Promotion Plan for a Non-Toxic Environment of Taiwan" and the Action Plan by convening expert consultation meetings, workshop, and inter-departmental discussions, etc., with a total of 24 promotional strategies and 132 action items.
The Promotion Plan for Non-Toxic Environment of Taiwan will provide a reference for the government's subsequent policy implementation and comprehensively promote the safety management of chemicals. While human health and the environment from risks arising from the use of chemicals, it also enhances the competitiveness of various industries in international trade of Taiwan, ultimately achieving the goal of sustainable development and the vision of a green, non-toxic environment of our country.
