The Environmental Accident Consulting and Monitoring Center operates 24 hours a day, year-round handling environmental accident prevention, preparation, response and recovery work, which included 2,924 chemical consultation and monitoring cases, and 51 on-site accident response cases (25 cases in 2022 and 26 cases in 2023), 24,471 cases of vertical and horizontal reporting (11,685 in 2022 and 12,786 in 2023), and 99% successful SMS notifications.
In order to build joint prevention and support capabilities, the center carried out 594 joint prevention inspection document reviews and revisions (272 in 2022 and 322 in 2023), completed 142 document inspections, six joint prevention organization system briefings, 63 national joint prevention organization tests without warnings, 59 on-site operation status testing and training of joint prevention organizations and 11 implementation tests without warnings, demonstration and observation activities for regional joint prevention organizations; updated the disaster prevention and relief database of 359 types of scheduled toxins. To improve the annual disaster prevention and response capabilities of environmental accident response personnel, a total of 61 basic subject tests were conducted, and professional technical teams were provided with instrument and equipment training, blind sample analysis ability testing and simulated accident scenario drills. A total of 60 sessions were conducted, with 1,424 people participating. The environmental accident analysis and detection values were checked 51 times for a total of 2,352 monitoring records.
In establishing the operation potential and response information module of scheduled chemical substances and implemented factory safety management, the contents of the "Toxic Chemical Substances Disaster Response Control Area Planning List" were adjusted to include a total of 359 chemical substances. 2,035 graphic layers were created for 89 scheduled chemical substances. Projects including the annual coaching visit screening principles, coaching checklist, coaching members, and coaching lists were completed, including sixty sessions (40 sessions of joint coaching visits for operational safety management, and 20 sessions of large-scale joint coaching at key factories). Technical data production and distribution, including eight issues of environmental accident newsletters (including 8 interviews and experience sharings) were completed. Completed API integration service design planning and build out for the emergency response material platform data, the toxic disaster prevention and rescue management information system, and functionality planning and module expansion, including the English information page before logging in to the subsystems, as well as the interview column in the environmental accident newsletter, and functions for the disaster prevention business promotion management platform and the localized diffusion simulation of national and regional joint prevention organizations platform. Completed the development and launch of seven professional response personnel training and management information platform function optimization projects. Eighty-one new emergency response experience modules were added to implement and maintain the toxic disaster prevention and rescue management information system. Performed 465 high-priority Microsoft updates, 125 system maintenance records, and 48 security checks.
