Volatile Organic Compounds (VOCs) are major precursors of ozone (O3) and fine suspended particulate matter (PM2.5) formation in the atmosphere. Some VOCs are known as Hazardous Air Pollutants (HAPs), which have serious health consequences for the public. Over the past few years, the main factor impacting domestic air quality has shifted from PM2.5 to O3. As a result, the Ministry of Environment has made every effort to promote VOCs control measures in the hope of reducing VOCs emissions from various pollution sources, thereby improving environmental air quality and safeguarding the public’s health.
This project investigated the VOCs emission statuses of the electronic component manufacturing industry and the metal surface coating industry. The background information of ten factories was investigated, and VOCs air pollution control and emission standards (drafts) were formulated.
Investigation and testing operations were completed at ten factories from the plastic product coating industry and the printed circuit board manufacturing industry to determine the characteristics of VOCs emissions at fixed pollution sources. Subsequently, recommendations for air pollution control and emission standards were formulated with reference to the investigation results and foreign control standards.
Public and private domestic factories were screened for prioritization of VOCs control, and the injection molding and extrusion molding processing industries were selected for the promotion of VOCs surveys and reduction negotiation operations. After investigating ten factories’ emission statuses, four of the factories were chosen as sites to hold VOCs reduction discussion meetings, and suggestions were made.
Furthermore, VOCs emission coefficients were established for three industrial processes: plastic product surface coating, metal surface coating, and electronic component (copper foil substrate) manufacturing. VOCs testing was carried out using two pollutant dispersal process units. This was accomplished by constructing temporary enclosed compartments and employing sealed negative-pressure air extraction methods. Two specialized consultation meetings and four discussion meetings on regulatory exchanges (focusing on the intaglio printing industry, the automotive surface coating industry, and the PU synthetic leather manufacturing industry) were completed as part of the project’s execution.
