政府綠色採購淨零排放結合標章建置計畫

中文摘要 本計畫係配合國際淨零趨勢,評估國內推動淨零綠色採購之需求,研擬公部門相關單位因應未來氣候變遷風險之配合機制,精進現行環保標章與政府綠色採購制度,達到環境保護之淨零排放效益。 透國研析國內外環保標章之環境效益結合淨零排放目標之相關案例,提出我國可參考之具體操作之淨零環境效益指標,並建立相關篩選機制於政府綠色採購指定採購項目中,優先挑選2項產品類別作為未來淨零綠色採購之建議,就其規格標準中4項環保產品評估淨零環境效益,並針對上述推動措施招開4場次專家諮詢會,提出後續納入環保標章規格標準之建議。另評估綠色採購制度結合淨零化標章之可能衝擊,提出淨零綠色採購需求之配套措施,亦招開2場專家諮詢會確立其制度規劃和實際執行具合理性;為將淨零排放結合標章建置之成果透明公開,提出包含碳排資料庫計算與淨零效益功能顯示之資訊模組之規劃;研析政府採購法、資源回收再利用法與廢棄物清理法等相關法律,提出增加淨零綠色費率優惠方案為後續推動之誘因措施。 據此本計畫研擬以淨零排放為基準之綠色採購與環保標章制度精進做法,並提出短中程目標,透過政府採購優先推動,進一步帶動淨零綠色消費風氣,以達我國2050淨零排放目標。

Government Green Procurement Integrated Net-Zero Emissions Green Mark Plan

英文摘要 This project aims to align with the international trend of achieving net-zero emissions, assess the domestic demand for promoting net-zero green procurement, devise mechanisms for relevant public sector units to cope with future climate change risks, enhance the existing green mark and government green procurement systems, and achieve the net-zero emissions benefits of environmental protection. Through analyzing domestic and international cases integrating the environmental benefits of green mark with net-zero emission goals, this project proposes specific operational net-zero environmental benefit indicators for reference in Taiwan. It also establishes screening mechanisms within the government's designated procurement items, prioritizing 2 product categories for future net-zero green procurement recommendations. The specifications of 4 environmentally friendly products within these categories are evaluated for net-zero environmental benefits. Additionally, four expert consultation sessions are conducted to solicit suggestions for incorporating these measures into the green mark specifications. Furthermore, the project assesses the potential impact of integrating the net-zero label into the green procurement system, proposing complementary measures for net-zero green procurement demand. Two expert consultation sessions are held to ensure the rationality of system planning and practical implementation. To ensure transparency in the results of integrating net-zero emissions with the label, the project outlines plans for information modules, including carbon emission databases and displays of net-zero benefits functions. By analyzing relevant laws such as the Government Procurement Act, the Resource Recycling and Reuse Act, and the Waste Disposal Act, the project proposes incentives for subsequent promotion, including the introduction of net-zero green fee preferential schemes. Therefore, this project proposes refined practices for green procurement and green mark systems based on net-zero emissions. It sets short-to-medium-term goals through prioritizing government procurement, further fostering a trend of net-zero green consumption, and working towards Taiwan's 2050 net-zero emission target.
