Since its inception in 2008, the Ministry of Environment has been at the forefront with its "EcoLife" system. However, as more than 15 years have passed, the system, originally built with older programming languages, has become less efficient in integrating and developing new features. To address this, we have upgraded and rebranded it as the "Environmental Sanitation Management System (ESMS)", replacing the former EcoLife. The key achievements for 2023 are outlined below.
"Public Restrooms Subsidy Project Execution Management": Ministry of Environment has provided system functionalities for grant applications, progress reporting, project modifications, and review management. We continue to maintain and optimize existing ESMS functions. It also provides functionalities for 2024 grant applications, progress reporting, project modifications, review management, statistical queries, and strengthens the public restroom historical data system, enhancing administrative efficiency and ensuring effective project implementation to support related policies.
"Assisting in the Transition of Data from EcoLife to ESMS and Optimizing System Functions Based on The Ministry of Environment Needs": We have assisted in transferring data from EcoLife to the ESMS and optimized the mobile interface and administrative procedures.
"Optimizing Data Maintenance, Management, and Service Functions Based on the Needs of Public Restrooms, Dengue Fever, Vacant Lands and Buildings": After reevaluating the administrative procedures of public restrooms and vacant land construction sites, new features have been added to the ESMS. The system now utilizes a visual dashboard to oversee related management information. The communication software robot is employed to notify environmental units and promptly handle public evaluation cases.
"In Line with the Ministry of Environment’s Smart Public Restroom Policy, Assisting in Providing a Data Analysis Platform and Integrating with the ESMS to Present Real-Time Data": A new smart public restroom platform has been developed to receive real-time data from various sensors in smart restrooms. The platform displays real-time key information, management indicators, environmental maintenance, usage records, and maintenance operations, aiding in the demonstration of project effectiveness and policy promotion.
This project, in accordance with various electronic operation regulations, guides local executing agencies to report on time and maintain data quality. It also coordinates with '2023 Performance Assessment Content Adjustment Explanation', 'Public Restroom Basic Information Inventory Precautions', and 'Public Restroom Basic Information Inventory meeting', enhancing communication between central and commissioned teams to improve the effectiveness of Taiwan’s environmental sanitation management."
