土壤及地下水污染場址減碳增匯管理策略研析計畫

Study on Management Strategies for Carbon Reduction and Sink Increase in Soil and Groundwater Contaminated Sites

英文摘要 In response to climate change and net-zero emission goals, combined with the evolution of contaminated site remediation, to upgrade the management of contaminated sites to the level of carbon reduction and increase sinks, the Environmental Management Administration Ministry of Environment (referred to as the EMA) conducts the project "Study on Management Strategies for Carbon Reduction and Sink Increase in Soil and Groundwater Contaminated Sites". By the approaches of by analyzing the status of domestic contaminated sites to explore the key issues in promoting management strategies for carbon reduction and increased sinks at contaminated sites; evaluating the introduction of carbon inventory methods for remediation engineering; evaluating the application of low-carbon emission and carbon-rich materials in the remediation of contaminated sites; exploring the methods and measurements for quantification of the real or long term effectiveness of soil carbon sequestration increments and carbon reductions corresponding to remediation projects, and feasible verification mechanisms or practices; evaluating the introduction of low-cost, non-destructive and rapid soil organic carbon detection technology that is consistent with the concept of carbon reduction and sink increase management; holdinging promotional seminars to enhance the awareness and professional knowledge of the site remediation relative parties on the carbon reduction and sink increase management of contaminated sites. Through the implementation of the above work, this plan has proposed a recommended management blueprint for carbon reduction and sink increase at contaminated sites, which serves as a reference for promoting the implementation of contaminated site remediation projects towards the national goal of net-zero emissions.
