In order to ensure fair and consistent enforcement of upstream registration, declaration, and payment, as well as smooth recycling channels for downstream manufacturers, the "2023 Kaohsiung City Recycling Audit and Recycling Industry Guidance Plan" (hereinafter referred to as: this plan) is formulated by the Environmental Protection Department of the Kaohsiung City Government. The provisions of the Waste Disposal Act are promulgated. In addition to entrusting Boutique Technology Consulting Co., Ltd. to assist in project execution, it has also equipped with full-time human resources such as "1 resident project manager", "2 resident project engineers", and "3 project auditors". jointly advance the project in accordance with the contract.
This project started on January 1, 2023 (the day after the bid was awarded) and ended on December 25, 2023, a total of 11.8 months. All work on this project was carried out according to plan, and the quantitative results are as follows:
1.Documentation and Management by Recycling Business Operators
During the project period, the Environmental Protection Bureau of Kaohsiung City Government was assisted with the reviews of 28 recycling business operator registrations and applications.
During the project period, a total of 80 registered recycling business operators have been guided to report their business volumes to the designated website of the Environmental Protection Administration before the 15th day of each month.
During the on-site inspection and counseling, a total of 165 on-site inspections were carried out for the registered recycling business operators. In cooperation with the relevant government agencies, a total of 215 inspections were carried out for the loot and theft in the recycling business operators. So far, no violations have been found.
A total of 63 fire-fighting visits and coaching sessions were conducted for registered recycling and unregistered recycling industries within the jurisdiction, and one more briefing session on laws and regulations and one fire-fighting workshop and drill were conducted.
2.Audit Works for Business Operators in Charge and Other 14 Large Vendors
There are 3 major achievements in the management of business operators in charge: 1. a total of 227 cases required by RECA correspondence were closed; 2. a total of 225 cases from other counties or cities were closed; 3. a total of 110 violating products sold on the market within the jurisdiction were actively investigated. All cases were tracked in accordance with the requirements of the Environmental Protection Administration and most of the business operators cooperated to make improvement after receiving consultations and guidances.
During the project, audits and consultations were carried out for 2,317 times on the business operators (with 307 times for 8 major vendors, 395 times for chain drink stores, 404 times for convenience stores, 40 times for lighting sellers, 57 times for supermarkets, 45 times for chain cosmetics retailers, and 1,069 times for electronic appliance sellers).
3.Counseling and Management for Electronic ＆ Electric Sellers
Kaohsiung City’s electronic and electrical appliance recycling and processing industry has 35 companies listed, and this year’s plan has been to check a total of 69 companies as of December 25; the electronic and electrical appliance sales industry has 1,200 companies, and as of December 25, the number of companies inspected is 1,012. (A total of 1,081 inspections were conducted), including on-site inspections of the electronic and electrical appliance sales industry, and a total of 2,900 coupons were randomly inspected for 36 operators (in line with the number of inspections of at least 150 coupons per month), and online pick-up of coupons for the recycling of scrap machines was promoted. Measures, according to statistics, operators used the online number picking method, and a total of 211,524 numbers were picked up.
4.Assessment for Assisted Recycling Performance
Assist the Environmental Protection Bureau to cooperate with the Environmental Protection Agency to conduct a review meeting of the Resource Recycling Performance Department's resource recycling performance assessment on February 1, 2023, and write annual results reports and review meeting briefings based on various resource recovery implementation results in 2022.
