In recent years, due to the increasing complexity of pollution source processes, it is difficult to grasp the pollution flow direction and the close correlation between air, water, waste and toxic substances processes. However, the current control of air, water, waste and toxic substances has their own management methods, and they apply for environmental protection permits respectively, and the application review procedures are inconsistent, so it is impossible to grasp and manage the pollution flow direction of the whole plant. In addition, due to the frequent overlapping or supplement of examination opinions by the issuing authority, it is easy to cause the burden of application procedures and expenses of public institutions. Therefore, since 109, the Environmental Protection Department has once again refined the integration strategy of environmental protection permits, integrating four permits, including air, water, toxic substances permits and waste disposal plans, towards the ultimate goal of one factory and one permit, and improving the efficiency of examination.
At this stage, the overall work progress of this project has reached 100% (the statistical period is from January 1, 112 to November 30, 112). The implementation methods, contents, progress and achievements of various businesses are described in various chapters of the interim report, and are summarized as follows:
One, air, water, waste, toxic environmental protection license integration single window
(1) This year, 120 institutions (30) designated by the Environmental Protection Agency to have obtained air pollution permits, water pollution permits, waste clearance books and toxic chemicals documents, including more than three types of institutions with a capital of less than 1 billion yuan, 40 priority pilot projects in 110 years and 50 expanded projects in 111 years.
Two, counseling institutions to complete the air, water, waste and toxic pollution flow chart.
(1) In order to enhance the importance attached by public institutions to the integration of environmental protection permits and the accuracy of drawing pollution flow maps, a "training operation for seed teachers with permission to integrate" was specially held. By virtue of the permission integration policy implemented by the Environmental Protection Department, six personnel have completed the training.
(2) Intensive guidance will give priority to the trial operation of reviewing and correcting the pollution flow chart of the target, and the deficiencies in drawing the pollution flow chart will be collected through the pollution flow chart review opinion form designed in this plan and provided to the institutions for correction. The 60 institutions that should be implemented this year have all completed the revision before the end of September and uploaded them to the EMS system again (the achievement rate is 100%).
Three, the establishment of environmental permit integration business operation mechanism and joint pre-inspection work.
(1) This project conducted three joint pre-inspection operations of air, water, waste and poison on August 11, 112, September 12, 112 and September 22, 112, respectively, and confirmed the consistency of all kinds of licenses in the factory through on-site on-site inspection, and provided them to institutions for correction after collecting relevant inspection opinions from various departments.
Iv. Handling related explanation meetings and internal education and training meetings on license integration.
In this project, one internal education and training conference and two related briefing sessions on license integration have been completed. The duration of the conference is as follows:
(1) On March 10th, 112, an "Internal Education and Training of Environmental Protection Bureau" was held, and the attendance rate reached 86%. The purpose was to let all departments in the bureau know the matters needing attention in the examination of licensing cases, judge the rationality and correctness of pollution flow chart, and adjust the contents of environmental protection license integration and consultation principle of operators in Hsinchu County this year.
(2) On March 30, 112 and April 20, 112, two publicity and briefing sessions were held, namely, the publicity and briefing session on the integrated operation mechanism of environmental protection permit and the teaching briefing session on the integrated pollution flow map of environmental protection permit, with the attendance rates of 87% and 100% respectively. Through the meetings, the policies of the Environmental Protection Agency were announced, so as to integrate the relevant operations of environmental protection permit review in various departments of the Environmental Protection Agency, and reduce the time required for operators to apply for environmental protection permits and help operators complete the flow map drawing.
