This project was contracted by the Environmental Protection Bureau of Kaohsiung City Government (Kaohsiung EPB) to control the soil and groundwater contamination in Kaohsiung. The scope of this project was to investigate and identify the soil and groundwater contamination in Kaohsiung, prevent the expansion of any contamination, and to conduct oversight and verification of gas station standard operating procedures. All of the work specified in the contract has been completed. In accordance with the contract, starting from January 2023, In addition, we continuously updated project content in the soil and groundwater information management system to reflect the status of every monitored site.
In overseeing ongoing decontamination programs and verifying completed decontamination programs, we completed 128 sets of soil sampling and 137 groundwater sampling, as well as 212 additional groundwater samples for volatile organic compounds, semi-volatile organic compounds, heavy metals or TPH. In addition, 212 groundwater samples for analysis of general items. All of the emergency response plans cost totally 874.2 thousand dollars. During this calendar year, we completed 7 site contamination investigations, 5 site contamination verifications, and 9 sites regular monitor.
In the first and second half of 2023, 524 and 503 monitoring wells were inspected; any minor defects were immediately corrected on-site after the inspection. 182 wells with external damage were repaired. 28 wells had structural damage and were also repaired. Well condition assessment was performed on 42 wells. 25 standard monitoring wells were rebuilt. 5 standard monitoring wells were eliminated foreign substance. 13 standard monitoring wells were found unusable and removed from the monitoring list. 19 temporary wells were installed and 4 temporary wells were abrogated. 2 standard monitoring wells were installed.
This year, we cooperated with the Environmental Protection Department to carry out Sediment Quality Administration and conducted 1 environmental investigation and assessment, 15 water quality heavy metal sampling and analysis, 20 groups of resin package testing, and 10 channel sediment sampling (including XRF analysis).;"Prevention of Soil Pollution in Farmland" conducted 8 environmental surveys and assessments, 50 sets of resin package surveys and 103 samples of farmland soil sampling (including XRF analysis), and monitored irrigation water quality for 8 stations, 23 irrigation water quality sampling initial tests and 3 sampling retests;"Operational Factory Pollution Prevention Work" conducted 1 pre-departure briefing session and 40 on-site surveys for Group A (Strengthening Management Group), and carried out 4 soil surveys and verifications, and 1 prevention and management briefing session and 16 prevention and management effectiveness tracking sessions for Group B (Self-Management Group); "Technician Check for Soil Pollution Assessment Investigation and Testing Data" Examined 8 cases for soil pollution assessment investigation and testing data, 1 missing confirmation meeting and 1 on-site survey counseling meeting; Conducted 1 on-site audit counseling meeting for Dalin Refinery.
We hired a registered, qualified lawyer with the relevant expertise to provide legal consulting services in two cases.
3 meetings in soil and groundwater pollution and remediation issues were held for EPB personnel. 3 education and explanation meetings on soil and groundwater pollution for elementary school children or faculty .2 regulatory guidance meetings were also held to the storage system owners and Pollution Site, and 1 work review conferences to meet the needs of the EPB.
We inspected all sites once every two month at least and assisted in the review of the various contaminated sites report, and provided a total of 113 review comments.
We assisted the storage systems with their quarterly reporting and complete the application review, achieving a reporting rate of 100 % for the 3rd reports in 2022 and the 1st and 2nd reports in 2023. And also assisted in the review of 17 storage system equipment plans or completion reports. We completed 16 underground storage tank systems inspections, and detected soil vapor monitoring well and cathodic protection at 20 underground storage tank systems. In addition, we were work for the confirmation of compliance with laws and regulations and the guidance for 47 sites storage systems.
We assisted with 11 business review meetings, 4 work review conferences, 39 soil and groundwater contaminated sites improvements initiative committees.
