112年從水體分類(飲用水)水質標準盤點河川水質達成率及改善策略

中文摘要 為保護民眾飲用水安全,環境部過去十幾年來針對淨水場水質皆有監測計畫。但淨水場水源來自不同取水口,為保護飲用水,須了解各取水口水質情況。取水口水質受到上游集水區影響,因此集水區保育是保障取水口供水安全必要措施。本計畫延續111年研究成果,針對4處所篩選優先管理對象八堵、鳶山堰、石岡壩和高屏溪攔河堰取水口上游集水區規劃污染削減措施,根據取水口集水區現況規劃符合其條件之現地處理設施及污染削減策略。本計畫盤點台水公司近5年地面水源162座淨水場水質COD、TOC、及氨氮,飲用水水源水質標準達成率高達99.0-100%。完成淨水場、取水口及環境部水質測站之配對,統計21處净水場之取水口水質達成率及研提水質改善規劃。另外完成13家列管事業計35項新興污染物檢測及分析,並彙整國外事業廢水新興污染物之管理策略,提出供水主管機關及供水事業可採取之措施。

Investigation on drinking water source watersheds and rivers and the water quality improvement strategy

英文摘要 To ensure the safety of drinking water for the public, the Ministry of Environment has implemented monitoring programs for water quality in water treatment plants over the past decade. However, since water sources for these treatment plants come from different intake points, it is crucial to understand the water quality at each intake point to safeguard drinking water. The water quality at intake points is influenced by the upstream watershed, making watershed conservation a necessary measure to ensure the safety of water supply at intake points. This project builds upon the research results from the year 111 and focuses on four priority management locations: Badu, Yuanshan Weir, ShiGang Dam, and Gaoping River Weir, planning pollution reduction measures in their upstream watersheds.Based on the current conditions of the watershed at each intake point, the project plans on-site treatment facilities and pollution reduction strategies that meet the specific conditions. The project conducts an inventory of the water quality of 162 surface water sources in Taiwan Water Corporation's water treatment plants for COD, TOC, and ammonia nitrogen over the past five years. The achievement rate of water quality standards for drinking water sources reaches an impressive 99.0-100%.By pairing water treatment plants, intake points, and EPA water quality monitoring stations, the project statistically analyzes the achievement rates of water quality for 21 treatment plants and proposes plans for water quality improvement. Additionally, the project completes the detection and analysis of 35 emerging pollutants in 13 regulated industries. It compiles management strategies for emerging pollutants in industrial wastewater from overseas, providing measures that water supply authorities and water supply companies can adopt.
