This program assists in tracking the implementation progress of the Forward-looking Infrastructure Development Program and the Sustainable Water Quality Promotion Program - Ammonia Nitrogen by local governments, and assists in organizing 6 consultation meetings and 10 on-site investigations, as well as organizing on-site investigations of 18 targeted river segments or bodies of water, and assists in tracking the sources of pollution in river segments with serious water quality contamination or sudden contamination on a monthly basis, in order to Propose water quality improvement strategies and assist with administrative staff work related to the Southern District County and Municipal Forward-Looking Program and the Public Construction Program. Compiled information on the operation and maintenance of completed on-site treatment facilities subsidized over the years, conducted 30 sessions of on-site facility operation and maintenance supervision, and presented reports on the results and recommendations for improvement. Assisted in updating the water purification on-site treatment website, adding information on 11 new sites, and hosted a national on-site treatment technology sharing meeting on February 20, 2024. In conjunction with the annual project audits planned by the Environmental Management Administration of the Ministry of the Environment, we assisted in organizing a total of six on-site inspections of water quality improvement facilities through pre-audit supervision and post-audit review of deficiencies.
We conducted water quality improvement strategy studies and tracked the effectiveness of remediation measures for eight designated rivers in the Southern District (Xinhuwei River, Beigang River, Qushui River, Yanshui River, Erren River, Agongdian River, Love River, and Donggang River), and updated and mapped the pollution load maps to make recommendations for subsequent water quality improvement. Through organizing five river remediation tracking and review meetings, we have reached a consensus on remediation among various units and reviewed remediation strategies on a rolling basis.
In line with the new ammonia nitrogen water quality items added to the April 29, 2019 amendment to the discharge standard, we proposed a survey of business-intensive areas and treatment strategy planning, took stock of the distribution of high ammonia nitrogen businesses in business-intensive areas in southern counties and municipalities (including industrial zones), created a map of the pollution distribution in business-intensive areas, and analyzed the manufacturing process, raw materials, and wastewater treatment flow of each industry to carry out wastewater treatment strategy planning. For the business-intensive areas of Tainan City's Erren River and Kaohsiung City's Agongdian River, we have developed a plan to promote and consolidate small industrial plants in the vicinity, and to promote a joint wastewater treatment system by controlling the total amount of water discharged, or by tightening the water discharge standards.
In addition, in order to strengthen and implement the reduction of nutrient pollution and the improvement of water quality in the catchment area, to ensure water resources, and to improve the water quality of the major reservoirs and water bodies in the outer islands and remote areas, we have completed the planning of the promotion strategy for the improvement of the quality of surface water, and the study of measures to reduce the pollution of the water bodies in the outer islands area.
The MSL system is 8 m3 in volume with a flow rate of 12 CMD, and the treatment rates of SS>90%, Chl-a>90%, DOC~50%, TP>50%, and NH3-N>80% can effectively reduce the concentration of nutrient salts in the reservoir. This can effectively reduce the concentration of nutrient salts in the reservoir.
