113-114年廢潤滑油及廢食用油回收處理監督管理專案計畫
| 中文摘要 | 為提升我國廢潤滑油循環再利用方式，彙整國外廢潤滑油回收再利用方式及相關政策，分析適用我國之作法。並召開一場「廢潤滑油流向管理制度研商會議」會議，研商廢潤滑油比照廢食用油管理模式，導入個體戶回收許可證可行性。 因天然氣推廣政策之推動將導致再生燃料油需求驟減，影響廢潤滑油主要再利用通路。為防範未來廢潤滑油持續去化受阻，已滾動式修正預警機制，並從生產者延伸責任角度探討可行作法及召開一場「廢潤滑油中長期去化方向座談會」會議，推動廢潤滑油「油到油」之循環轉型方式。 為掌握國內廢潤滑油流布，調查潤滑油製造業、輸入業、販賣業、使用族群，及廢潤滑油產生源、清除機構、處理與再利用機構等並蒐集相關數據資料，總結國內年潤滑油使用量約30.3萬噸，廢潤滑油年產量約21.6萬噸，目前處理量能足夠。另蒐集分析113年國內有關廢潤滑油造成相關環境或公安污染案件態樣，並彙整各環保局機車行產生之廢潤滑油稽查作業情形及研擬114年廢潤滑油考核標準。 為掌握國內廢食用油流布及再利用情形，每季定期調查國內廢食用油產生量、回收、再利用、中間處理及最終流向現況數據，並追蹤各縣市廢食用油查核執行情形及管理成效評估，並召開一場「廢食用油清理流向查核作業與管理機制研商會議」會議，提出114年廢食用油考核標準及系統填報規定。 | ||

The Supervision and Management Plan for Waste Lubricating Oil and Waste Cooking Oil Recyclin in 2024~2025
| 英文摘要 | To enhance the recycling methods of waste lubricating oil in our country, international practices and policies for recycling waste lubricating oil are being compiled to analyze approaches suitable for domestic application. Additionally, a " Discussion meeting on waste lubricating oil flow management meeting " will be held to discuss the feasibility of managing waste lubricating oil using a model similar to waste cooking oil, including the introduction of recycling permits for individual collectors. With the promotion of natural gas policies, a sharp decrease in the demand for recycled fuel oil is anticipated, affecting the primary reuse pathway for waste lubricating oil. To prevent continued stagnation in the disposal of waste lubricating oil, a rolling adjustment to the early warning mechanism has been implemented. Feasible approaches are also being explored from the perspective of extended producer responsibility, with plans to hold a "Medium- and Long-term Waste Lubricating Oil Disposal Forum" to promote a "oil-to-oil" circular transformation model. To monitor the distribution of domestic waste lubricating oil, surveys are being conducted on lubricating oil manufacturers, importers, vendors, user groups, waste lubricating oil sources, removal agencies, processing, and recycling facilities. Collected data indicate an annual domestic usage of approximately 303,000 tons of lubricating oil, with about 216,000 tons of waste lubricating oil produced annually, and current processing capacity is sufficient. Further analysis of cases related to environmental or public safety pollution caused by waste lubricating oil within the country is being conducted. Inspection practices related to waste lubricating oil generated by motorbike repair shops across environmental bureaus are also being summarized, with a plan to develop waste lubricating oil evaluation standards for 2025. To track the distribution and reuse of waste cooking oil domestically, quarterly investigations are conducted to assess the current data on waste cooking oil generation, recycling, reuse, intermediate processing, and final distribution. This includes monitoring the enforcement and effectiveness of waste cooking oil inspections by local authorities. A "Waste Cooking Oil Flow Management and Inspection Consultation Meeting" will also be convened to establish waste cooking oil assessment standards and reporting requirements for 2025. | ||
