In accordance with the work items and contents of the contract, as of December 31, 113, the construction sites have completed the signing of the consent form for independent site management for a total of 55 sites, and the road maintenance has reached 129,694 kilometers in length for the cumulative total of 55 road washing and sweeping, and the results of the rest of the work are described as follows in the order of implementation:
(I) Inspection and management work
In FY113, a total of 2,998 site inspections were conducted, with 4 points deducted for perimeter fencing errors that did not cover the entire work area as the most common missing item, followed by 4 points deducted for insufficient paving of vehicular paths. In terms of the number of inspections by township, Hualien City had 814 inspections and Ji'an Township had 485 inspections, followed by Xincheng Township with 262 inspections. In terms of types of works, 1,557 cases of other works and 617 cases of RC works were the main focus of inspection.
The number of inspections totaled 215, with other types of projects accounting for the most, followed by construction (RC) projects. In terms of the number of inspections in each township, Hualien City and Ji'an Township are the main inspection focus areas.
In order to enforce noise control at construction sites, a total of 108 measurements were conducted, and 27 sites were found to have exceeded the sound level during the construction period. After communicating with the operators to improve the situation and re-inspecting them within the improvement period, all of them have completed the improvement.
(II) Control of Level 1 and Level 2 Projects
As of the end of December, a total of 4,180 construction sites were under control, of which 1,338 were Class I projects, 1,813 were Class II projects, 1,029 were Class III projects, and a total of 2,035 sites were inspected.
(C) Air Pollution Prevention Fee Collection for Construction Projects
A total of $76,559,484 was collected from the air pollution prevention fee for construction projects, with $39,684,356 from the road project category accounting for the largest amount, or 52% of the total, followed by $23,268,797 from other construction projects, or 30% of the total.
(D) Reminder of air pollution charges for construction projects
After telephone reminders for payment of construction air pollution charges, the total amount of payment was $453,903, which was 100% of the total amount.
(E) Promoting Construction Equipment to Obtain Cleaner Emission Management Labels
In 113, opacity tests were conducted on construction plant at 13 construction sites. 42 excavators, 5 cranes, 2 forklifts, 2 hoists, 2 cranes, 2 graders and 9 other opacity tests were completed, and 62 gold badges were issued.
(F) Motorized Vehicle Noise Control and Survey of Non-Discrete Radioactive Sources
In 113 years, a total of 44 motor vehicle stops and inspections were conducted. 252 vehicles were stopped and inspected by the police according to the noise level of the vehicles, and the related records of the inspection operations were compiled and submitted to the Environmental Protection Bureau for follow-up procedures.
Regularly based on the Noise Vehicle Reporting Website and the Police Quiet Program data, a total of 535 motorcycles were notified of passing the inspection, of which 26 were part of roadside stops and inspections and 509 were part of the Noise Vehicle Reporting Website. The number of non-ionizing radiation measurements reached more than 40 points, and all of them met the standards.
(G) Innovative Approach - Promoting Pollution and Noise Reduction in Green Sites
Measurement counseling was provided to construction sites with noisy construction stages and noisy machinery, and a total of eight construction sites were counseled to complete improvements. In addition, on May 29 and December 10, the county organized a workshop to discuss noise reduction at construction sites. For construction projects in the county, on-site counseling and documentation were used to counsel owners and contractors to apply for temporary power usage from Taipower to reduce the use of diesel generators. According to the “A2021 Construction Project Pollution Control and Charging Management Information System”, there were 174 newly reported construction projects with a cumulative electricity consumption of 257,174 kWh, and the use of diesel generators would result in greenhouse gas emissions of 234,697 kgCO2e, which was reduced by the use of diesel generators. If a diesel generator is used, it will generate 234,697 kgCO2e of greenhouse gas emissions. After counseling, the application for using Taipower's temporary power generation will generate 142,747 kgCO2e of greenhouse gas emissions, which is a reduction of about 39% of the greenhouse gas emissions of 92,222 kgCO2em.
