113年度臺中市表面塗裝相關製程清普查暨環境監測計畫
中文摘要 | 本計畫主要工作項目執行表面塗裝相關製程及相似製程之特定行業別清普查作業及有害空氣污染物環境監測。 計畫執行期間已執行330家工廠查核,其中6家與固定污染源操作許可證核定內容不一致、35家空污費申報有誤、2家排放量申報有誤、92家屬於應新增空污費列管的對象。另查核時,運用火焰離子偵測器(FID)量測揮發性有機物濃度及手持式粉塵計量測粒狀物(TSP、PM10、PM2.5、PM1)濃度,藉由手持式儀器現場量測,直接呈現數據,使業者了解製程設備、防制設備操作情形,進而督促業者妥善操作維護設備。 計畫於113年7月16日辦理1場次揮發性有機物減量輔導說明會,邀請專家說明空氣污染問題與污染控制技術,輔導業者進行製程改善或加裝防制設備。 有關PM2.5質量濃度及其中之無機砷與揮發性有機物中之苯採樣及分析作業,計畫依環保局105年至107年調查計畫執行成果篩選致癌風險較高之區域並擬定採樣規劃。計畫執行期間計執行36點次環境監測採樣,經運用監測結果推估致癌健康風險值,本計畫推估所得之致癌健康風險值較105年至107年調查計畫低。 | ||

2024 Project of surface coating related processes checking and environmental monitoring in Taichung City.
英文摘要 | The main tasks of this project include conducting specific industry surveys on surface coating processes and similar processes, as well as environmental monitoring of hazardous air pollutants. During the project execution period, audits have been conducted on 330 factories, among which 6 were found to have discrepancies in their operating permits for fixed pollution sources, 35 had errors in their air pollution fee declarations, 2 had errors in their emission volume declarations, and the inspection results involved the number of whistleblowing and punishment households 92. In addition, the project utilized a Flame Ionization Detector (FID) to measure concentrations of volatile organic compounds (VOCs), and handheld dust monitors to measure concentrations of particulate matter (TSP, PM10, PM2.5, PM1) during inspections. These handheld instruments provided on-site measurements, presenting data directly to enable operators to understand the operation of process and control equipment. This approach helps to supervise and encourage operators to properly operate and maintain their equipment. The project has been to hold one session of Volatile Organic Compound (VOCs) reduction counseling seminar on July 16, 2024. Invite experts to explain air pollution issues and pollution control technologies, guiding operators on process improvements or the installation of pollution control equipment. Regarding the sampling and analysis operations for PM2.5 mass concentration, as well as the sampling and analysis of inorganic arsenic and benzene in volatile organic compounds, the project has referenced the execution results of EPA investigations from 2016 to 2018. It has identified regions with higher carcinogenic risks and developed sampling plans accordingly. During the project period, 36 environmental monitoring sampling sessions have been conducted. After using the monitoring results to estimate the cancer health risks, the cancer health risks were lower than the results of EPA investigations from 2016 to 2018. | ||
