To enhance the implementation of storage system management regulations and improve related reporting and management processes, the Environmental Management Administration (EMA) of the Ministry of Environment (MOE) has initiated the " The Pollution Prevention and Declaration Management Project for Storage Systems." This plan involves cross-referencing over 9,000 business records to identify anomalies for local environmental bureaus to inspect and manage. It utilizes a pollution potential assessment mechanism for underground storage systems to update and evaluate business data, aiding subsequent inspections. The plan also supports local bureaus in regulatory compliance assessments, monitors progress, and compiles reports. Additionally, approximately 8,000 active storage system facilities have been analyzed, focusing on tank and transport equipment lifespans and historical updates. Vulnerability assessments of pollution prevention facilities and alarm systems have been conducted, leading to recommendations for strengthening preventive measures. The project also involves reconstructing and maintaining the storage system reporting platform to ensure its functionality. Facilities with hazardous substances are being audited, with usage data collected and analyzed for pollution patterns and toxic characteristics. A representative sample of 50 businesses has been selected for on-site inspections to review pollution prevention measures and management practices. Throughout the project, a dedicated hotline and online customer service provide technical and practical consultations, alongside the development of evaluation indicators and other project requirements.
