Penghu County is located on the Taiwan Strait. The coasts of the islands are affected by factors such as seasonal currents or tides. Marine debris, driftwood, and large amounts of garbage often accumulate, which has deeply affected the ecological environment and tourism image of the beautiful Penghu Bay. In this regard, in order to restore the natural seascape of the coast and no longer cover the beach with garbage, the Environmental Protection Bureau of Penghu County Government actively cooperates with the Ministry of Environment to promote the implementation of "source reduction", "prevention and removal", "research and investigation" and "expanded cooperation" Participate in the four major policies to reduce the generation and impact of marine debris and fulfill our responsibility to protect the sustainable development of the marine environment.
In this case, the "113-year Penghu County Marine Waste Management Plan" was integrated and outsourced with a fixed service fee of NT$6.99 million ("113-year Penghu County Pollution Prevention and Clean Ocean Plan - Marine Waste Management" was NT$5.24 million, and the "113 Annual Salute to the Sea - Coastal Cleaning and Maintenance Plan" 1.75 million yuan). Its main implementation projects include: survey and monitoring of marine waste and coastal environmental inspections, beach cleaning (sea garbage removal) and related publicity Activities, promotion of submarine warfare will plan and handle sea (bottom) cleanup activities, and assist the Environmental Protection Bureau in related tasks. The overall implementation period is from January 10, 2020 to November 30, 2020, and all work projects have been completed at 100%.
The innovative implementation method of this year's plan adopts a rolling revision and adjustment method in the marine debris monitoring survey, and gradually develops 8 survey points (monthly monitoring) that are consistent with the topographic characteristics of the Penghu area. Through a more rigorous scientific attitude combined with data collection and analysis to provide concrete evidence for the annual statistics of marine waste. In addition to exploring more countries where PET bottles come from, the plan also continues to accumulate credible data to support subsequent analysis and policy formulation. In addition, environmental pollution inspections (232 points) will be carried out regularly during the project period, and a good reporting mechanism will be maintained with relevant authorities to implement the policy of "regular cleaning and immediate cleaning" in areas prone to accumulation of marine waste.
In order to further improve the efficiency of marine environmental management, the plan also organized a series of cleanup activities on land and seabed (10 small beach cleanups, 1 large beach cleanup in spring, 1 beach cleanup in autumn, 1 special coastal cleanup, sea cleanup activities 16 sessions), and integrated traditional performing arts (such as palm opera) into marine environmental education and promotion across domains to convey the ethical concepts of protecting the marine environment to the public in multiple ways (10 sessions of marine environment education); at the same time, it proposed feasible improvements in the future strategy as a reference for relevant units.
