花蓮縣-113年推動廢棄物源頭減量及強化分類回收補助計畫

中文摘要  加強查核轄內公部門限制使用一次性用品、購物用塑膠袋、一次用飲料杯、免洗餐具、一次用吸管、塑膠微粒、過度包裝等相關指定行業,並於2022年配合執行環保署政策「行政機關、學校減少使用免洗餐具及包裝飲用水作業指引」,另配合執行「一次用飲料杯限制使用對象及實施方式」法規,本縣於2023年下半年開始限用一次用飲料杯。  依照「行政機關、學校減少使用免洗餐具及包裝飲用水作業指引」,邀請各局處召開會議,針對如何依照規定辦理相關會議及活動,並提供6,000個不鏽鋼環保餐具供各局處、民間團體及便當店業者借用,2023年已開始要求列管單位每月於系統申報,並將資訊公開縣府網站,提高使用環保餐具之意願,也可推廣至社區、市場、商圈,逐步將使用環保餐具變成常態性活動。  協助花蓮縣環保餐具清洗中心設置完成,符合精準設計、監造確實之基本需求,工程設計落實經濟及安全之基本要件,符合民眾需求,並要求落實節能減碳(如營造綠色環境、選用綠建材及採用綠色工法等),並加強執行職業安全衛生督導,落實零工安。設置完成後確保環保餐具可以透過嚴格專業清洗的標準作業流程,徹底洗淨殺菌,提供使用者最乾淨的餐具,讓遊客可以吃的開心用的安心。  利用多元化行動宣導車,改變以往靜態宣導方式,改變為動態宣導方式,撥放相關宣導短片,吸引民眾駐足,並深入校園及社區,加強民眾資源回收及垃圾分類之觀念,減少垃圾產生量。  垃圾減量:利用法規及制度規範轄內店家及業者,達成本縣全面限用一次性餐具及購物用塑膠袋措施,並提早於2026年前全面達成禁用目標,使花蓮成為無痕飲食城市。  放大一次性物品限制範圍,並針對指定業者要求全面禁用一次性用品,全面推廣自備環保餐具(杯)及購物袋,盼能從源頭減少環境污染,做好地球永續的工作,使花蓮縣廢棄物產生量降至最低。  本縣受到外來觀光客影響,使得本縣每人每日平均垃圾產生量高於全國平均,因此將盤點觀光景點或熱門商圈垃圾產生量進行統計,並針對垃圾產量較高之區域,進行細部分析,了解其垃圾組成,針對分析結果加強輔導及破袋作業,降低垃圾產生量。
