本署列管涉空氣污染物排放環評開發案環評監督查核計畫
| 中文摘要 | 本計畫主要目的為協助環境管理署監督查核所列管涉空氣污染物排放環評開發案環評監督查核作業，透過逐項查核開發單位對於環境影響評估書件及審查結論中涉及空氣污染物排放相關承諾之執行情形，並協助檢視空氣污染物排放量、排放減輕對策、溫室氣體排放量等是否符合環評承諾，於現地監督作業前與相關單位進行監督重點簡報說明，且於現地查核後彙整監督查核意見及開發單位回覆內容。 本計畫已針對大型石化廠、發電廠及科學園區等環評案件等環評案件進行查核作業。本年度將針對部分科學園區、產業園區、工業園區、以及事業廢棄物資源回收處理廠等空氣污染物排放量較大之環評案件，協助環管署辦理監督查核工作。 同時本計畫亦協助盤點環評開發案空氣污染物與溫室氣體排放抵減措施等環評承諾，提出抵減措施執行情形查核方法之建議。並協助檢視審查中環評開發案中與空氣污染物相關承諾事項及日後可供查核方法之合理性，提供相關建議。另針對臺灣桃園國際機場第三跑道環境影響評估報告書一案，研擬以科技方式進行環評執法之可行性，透過衛星拍攝影像方式，判定開發範圍裸露地之面積，確認是否能符合環評承諾。 此外，本計畫亦將協助環境部環境管理署辦理「環境交流研討會」及「環評監督實務研習會」各一場次，以提升相關業務人員之督察管制知能與環境執法效能。 | ||

Environmental Impact Assessment Supervision and Inspection of Listed Cases Involving Air Pollutant Emissions
| 英文摘要 | The main purpose of this project is to assist the Environmental Management Department in supervising and checking the environmental impact assessment work of development projects involving air pollutant emissions listed in the environmental impact assessment documents and review conclusions of the development unit through item-by-item inspections of the air pollutant emissions involved in the environmental impact assessment documents and review conclusions. Implementation of relevant commitments, and assist in checking whether air pollutant emissions, emission reduction strategies, greenhouse gas emissions, etc. are in compliance with environmental impact assessment commitments, conduct key supervision briefings with relevant units before on-site supervision operations, and after on-site inspections Compile supervision and inspection opinions and responses from development units. This program has carried out inspections on environmental impact assessment cases such as large petrochemical plants, power plants and science parks. This year, we will assist the Environmental Management Department in conducting supervision and inspection work for some environmental impact assessment cases involving large emissions of air pollutants, such as science parks, industrial parks, and industrial waste recycling and treatment plants. At the same time, this project also assists in taking inventory of environmental impact assessment commitments such as offset measures for air pollutants and greenhouse gas emissions in environmental assessment development projects, and proposes suggestions for verification methods for the implementation of offset measures. We also assist in reviewing the reasonableness of commitments related to air pollutants in environmental impact assessment development projects under review and the methods available for future verification, and provide relevant suggestions. In addition, regarding the environmental impact assessment report for the third runway of Taiwan Taoyuan International Airport, we studied the feasibility of environmental impact assessment enforcement using technology, and used satellite imaging to determine the area of exposed land in the development area to confirm whether it can meet the environmental impact assessment commitments. In addition, this project will also assist the Environmental Management Department of the Ministry of Environment to organize an "Environmental Exchange Seminar" and an "Environmental Assessment Supervision Practical Seminar" to enhance the inspection and control knowledge and environmental law enforcement effectiveness of relevant business personnel. | ||
