化學物質資料登錄推動與技術審查計畫

中文摘要 本年度主要協助化學物質資料登錄技術審查及輔導工作、推動化學物質登錄制度與完善管理機制、維護及擴增化學物質資料登錄資訊系統與賡續跨部會化學物質登錄登記制度統一窗口運作。執行成果如下: 一、協助化學物質資料登錄技術審查及輔導工作:完成化學物質登錄審查、事前審定與備查等共8,374件申請;年度申報藉由電子郵件通知,輔以電話催請,並搭配教學影片與懶人包推動,申報完成率達100%;為推動今年底完成既有化學物質標準登錄,辦理2場制度宣導說明會、8場共16種物質的資料撰寫工作坊與10場共15種物質的共同登錄說明會,輔導業者350家次,已提交1,989件,其中共同登錄申請案件為402件。另外,2,680件因商業模式考量而降低需求量或不再輸入/製造,已申請登錄碼廢止或級距轉換。 二、推動化學物質登錄制度與完善管理機制:定期分享國際資訊,涵蓋4個先進國家及地區PFAS管理進展、註冊制度及化學物質管理等相關最新消息,並依機關需求提供報告。為擴大登錄資料的應用並加強化學物質管理,今年度針對不同對象與目的設計多樣化的資訊公開與傳遞方式,已建置新化學物質摘要式頁面,供物質的使用者和一般民眾快速查閱物質的危害與安全使用資訊;並完成跨部會資料篩選、推播與拋轉之流程建議,供各事業主管機關依其職權,管理其目的事業使用之化學物質。 三、維護及擴增化學物質資料登錄資訊系統:為提升行政效能,持續擴增與優化系統功能。已完成建置領導登錄人公布欄,將同意公開的領導登錄人聯絡資訊公開於登錄平臺首頁;新增既有化學物質登錄及申報奈米資訊功能,並重新建構新版登錄離線工具Chemist New X3.0細節欄位;優化系統功能,包括登錄資料篩選查詢、既有化學物質標準登錄名單統計表及案件廢止(註銷)線上申請功能,並完成納入既有化學物質清冊的新化學物質延長保密功能設計,提升系統便捷性和效率。 四、賡續跨部會化學物質登錄登記制度統一窗口運作:與勞動部職安署就新化學物質登錄審查溝通與意見交換順利運作。審查完成新化學物質標準登錄案件共14件,包括11件標準登錄第1級,3件標準登錄第2級。

Project of Chemical Substances Registration Promotion and Technique Review

英文摘要 The main tasks of the project included supporting technical review and guidance for chemical substance data registration, promoting the registration system, enhancing management mechanisms, maintaining and expanding the Chemical Substances Registration System, and sustaining the one-stop window for cross-ministerial chemical substance registration operations. The main accomplishments of this project are as follows: 1. Assist in technical review and guidance of chemical substance data registration: Over the project period, this project team processed 8,374 applications for chemical substances, covering technical reviews, preliminary evaluations, and record verifications. To ensure timely annual declarations, we used email notifications supplemented by phone reminders, instructional videos, and simplified guides, achieving 100% submission completion rate. To facilitate standard registrations for existing chemical substances by year-end, we organized 2 policy explanatory sessions, 8 data preparation workshops covering 16 substances, and 10 joint registration sessions for 15 substances, assisting a total of 350 entities. These efforts led to 1,989 submissions, including 402 joint registration applications. Additionally, 2,680 registration numbers were either canceled or had their registration levels adjusted due to changes in business models, as entities no longer imported or manufactured the substances. 2. Promotion of the chemical substance registration system and enhancement of management mechanisms: We regularly gathered and shared international updates, covering the recent developments in PFAS management, registration systems, and chemical substance management across four advanced countries and regions. Reports were provided to regulatory agencies as required. To expand the application of registration data and strengthen chemical substance management, we designed diverse information dissemination methods tailored to specific audiences and purposes. This included the establishment of a new substance summary page (Infocard) for quick public access to hazard and safety information. Additionally, we developed recommendations for cross-agency data filtering, push notifications, and data transfer processes to aid regulatory agencies in managing chemical substances within their respective jurisdictions. 3. Maintenance and expansion of the Chemical Substances Registration System: To boost administrative efficiency, we continuously expanded and optimized system functions. Key enhancements included launching a bulletin board for lead registrants, displaying consented contact information on the platform’s homepage, and adding a nano-material information feature for existing chemical substance registrations. We also redesigned detail fields in the latest version of the offline registration tool, Chemist New X3.0. Further improvements included enhanced data filtering, a statistical table of standard registered existing chemical substances, an online deregistration application feature, and a confidentiality extension for newly registered substances added to the inventory, improving system accessibility and efficiency. 4. Sustaining the one-stop window for cross-ministerial registration operations: Collaboration with the Occupational Safety and Health Administration (OSHA) on new chemical substance registration review proceeded smoothly. A total of 14 new chemical substance standard registration cases were reviewed and completed, including 11 cases of level I and 3 cases of level II.
