1. Promoting Environmental Permit Integration:
Our team consolidated the expanded target groups for 2023, aligned with the water pollution control measures and waste disposal revisions, and focused on pollution flow diagrams required for enhancing guidance. We reviewed 32 businesses' pollution flow diagrams to ensure compliance with current permit requirements and assisted 20 businesses in uploading their diagrams to the EMS system for 2024 guidance.
From January 1 to October 31, 2024, 97 environmental permit cases were filed. Of these, 71 were fast-tracked, and 26 went through internal reviews. After the amendments to the "Water Pollution Control Measures and Permit Application Review Regulations" and the "Waste Disposal Plan Review Regulations," we ensured businesses submitted their pollution flow diagrams and provided online consultation meeting options.
To improve staff knowledge of the consultation process, we held an internal training session on May 15, 2024. The session covered regulations, simulated consultation processes, and future integration directions. We also discussed offering both in-person and online consultation options to reduce workload increases due to legislative changes.
Additionally, on May 23, we held an information session on permit integration, followed by a survey. Results showed that 95% of participants understood the concept and process, 88% understood how to create pollution flow diagrams, and 83% were familiar with the system. The session was effective, and 16 businesses expressed interest in the integration process for 2024.
2. Promoting Green Procurement:
To encourage green consumption, we held 16 events and distributed over 1,800 green products, including Clear Sea dishwashing liquid and Dandelion toilet paper. We also produced promotional EDMs for the "Hsinchu Green Consumption Together" and "Eco-Friendly Accommodation Green Life" campaigns, which were publicized via press releases, online communities (51 posts), and radio broadcasts. We assisted 8 green stores in completing their registration, totaling NT$79.63 million in sales.
To promote eco-friendly labels in the service industry, we held a briefing attended by 22 businesses. Eleven restaurants have responded to the eco-friendly restaurant initiative, and one travel agency (Wang Pin International Travel Agency) obtained a bronze-level eco-tourism certification. Additionally, 6 eco-friendly restaurants have been audited and meet the standards.
Regarding green tourism, we promoted the concept to government agencies and businesses, completing 4 tour programs with 209 participants. We also launched 5 green tourism itineraries highlighting Hsinchu’s local activities and food culture. This year, we organized an eco-friendly accommodation green life lottery event with 52 participants, aiming to reduce disposable hotel products.
To promote green office practices, we held a green procurement briefing session. Government agencies have reached a 97.45% green procurement rate for specified items, and 61 private companies have committed to green office practices.
We also promoted the "Eco-Friendly Green Points" program, gaining 645 new members and distributing over 378,000 green points through 30 events. This initiative contributed to the growth of our social media platforms, with 129 new followers on Facebook and 60 on Instagram.
For Hsinchu City's net-zero green living goals, we collaborated with other departments to promote 4 key initiatives and participated in one major event. We visited villages like Wugong and Ke’ya to promote net-zero living. We submitted 22 key performance indicators (KPIs) for 2024 net-zero living, achieving 10 KPIs by October. A follow-up meeting is scheduled for November to track progress and report to the Ministry of the Environment.
This year, we also aligned with the Ministry of Environment’s net-zero green living campaign and luminous material demonstration projects. We organized a green point promotion event and a green office/green procurement session, with all course materials recorded in the cloud for future use. We planned 5 domestic green tourism routes and conducted on-site visits to 60 businesses to better understand their green office practices. We completed inspections of 35 eco-friendly restaurants, all meeting the standards, though 4 needed improvements due to wet kitchen floors.
We also promoted eco-friendly hotel certification in Hsinchu, conducting inspections for 57 accommodation businesses. We created a classification system for eco-friendly practices and developed short-, medium-, and long-term targets for future promotion.
