The Central Taiwan Environmental Incident Specialist Teams (EISTs) project (2024) has completed 100 % as of December 31th, 2024. Our tasks included to maintain EISTs of Taichung team at the Central Taiwan Science Park, Taichung, Yulin team at the Douliou Industrial Park, Yulin, and Mailiao team at Mailiao, Yunlin.
As to preparatory works, we had conducted 93 sessions of leveled site visits (57 Level A and 36 Level B) and 60 unwarned exercise site tests; assisted local environmental
protection bureaus on 20 drills and training sessions; and implemented the all-out defense, counter-terrorism and environmental incident response drills. We had assisted the Chemicals Administration, Ministry of Environment (CHA) in 95 drills/field/table-top exercise for all out defense, counter-terrorism and environmental incdent responses; assisted the environmental protection bureaus in 167 on-site visits and inspection of their response equipment, and detection and alarm equipment plans for toxic chemical operations; assisted in 12 law and regulation promotion meetings, and 4 evacuation /shelter in place promotion sessions; conducted one promotion activity on green lifestyle and disaster; assisted in cooperation meetings to strengthen the response capacity with Kinmen County; conducted one regional government mobilization and 2 mutual-aid organization training seminar; completed 271 hazard analyses on hazardous materials. and hosted an green lifestyle education promotion fair in the Yulin County.
For emergency response tasks, we dispatched three EISTs to 15 incident scenes (5 each) and completed 33 simulation and emergency tests with a total of 48 events; We also completed the collection of core information for responding toxic chemical incident in the central Taiwan region; dispatched 1,562 people to support the emergency and specific tasks for CHA. including urgent report-writing, data-searching, etc.
As to personnel training, we had arranged of our EIST members on 8-hours monthly professional training and participated in CHA’s trainings whereas all our new recruits had completed the basic responders training within 4 months and the advanced training within 8 months. We also completed 3 simulated training for accident scenarios.
In order to promote response skill and experience exchange internationally, we had assigned members to participated the 15th International Symposium on Hazards, Prevention and Mitigation of Industrial Explosions (ISHPMIE) in Naples, Italian, the MDPC Hazardous Materials Emergency Response Training in Yokohama, Japan, and 2024 CHEMTREC International Hazmat Summit in Florida, USA.
This project also continued the assistance in construction of the central Taiwan training facility and dispatching center for toxic chemical disasters in the National Fire Agency Training Center of the Ministry of the Interior for CHA, Ju-sen, Nantou County. (The construction has completed as of December 2nd, 2024) The task also included the monitor of regular maintenance and inspection of the petrochemical training facility, and aftershock inspection and promotion flyers production.
