In recent years, due to food safety and chemical substance source management issues, as well as the handling of toxic chemical substance incidents, the Chemical Substance Management Division of the Environmental Protection Administration has been working to enhance the management and safety of operators handling toxic and concerned chemical substances, and to expand the capacity for source management. The "Toxic Chemical Substance Control Act" has been renamed the "Toxic and Concerned Chemical Substances Control Act" and officially implemented on January 16, 2020. This change aims to strengthen the operational management of toxic and concerned chemical substances.
The Chemical Substance Management Division also assists in special project inspections to enhance supervision and audits, aligning with international chemical substance management trends. The goal is to strengthen the management of toxic chemical substances and to provide guidance on the source control of chemical substances with risk concerns. Therefore, the Tainan City Environmental Protection Bureau has developed the following key execution tasks to understand the operational and management control status of chemical substances within its jurisdiction:
Investigate and provide guidance to operators of chemical substances with food safety risk concerns.
Execute inspections and special project audits of toxic and concerned chemical substances, including the supervision of their release volumes and the handling of illegal activities.
Inspect chemical substance manufacturers or importers within the jurisdiction.
Investigate and document the operations of concerned chemical substance operators.
Conduct checks on the transportation vehicles of toxic and concerned chemical substances and on-site inspections.
Strengthen the promotion of disaster prevention and rescue operations related to toxic and concerned chemical substances.
Conduct related educational promotional activities and information sessions.
