Since the 1990s, Taiwan has been promoting the construction of waste treatment facilities. Currently, there are 25 incineration plants (including the Taitung County plant which resumed operation in 2023) and 2 thermal treatment facilities (Taoyuan Biomass Energy Center and Hualien Taiwan Cement Gasification Furnace) in operation, effectively handling household waste from various counties and cities. To efficiently supervise and manage the operation of incineration plants, this project assists the Environmental Management Agency (EMA) of the Ministry of Environment with related audit and evaluation tasks.
This includes completing 26 unscheduled incineration plant inspections, 15 management agency inspections, 2 disbursement audits for the Taitung plant, 3 dioxin sampling tests, reviewing 26 annual operation reports, holding 3 audit and evaluation team meetings, organizing 1 award ceremony, and conducting 2 coordination platform meetings. Additionally, the project compiles, reviews, and analyzes operational data from incineration plants to help the EMA strengthen local government management efforts.
In order to supervise the completion of upgrading and maintenance of domestic incineration plants, this plan has grasped the current status of upgrading and maintenance planning and processing of each plant. Currently, a total of 9 plants have completed rectification and 8 plants are undergoing rectification. It also evaluates the benefits of upgrading and maintenance of completed rectification plants, and assists in handling one incineration plant application for special construction review. It also continuously updates the construction unit price database and collects domestic and foreign heat treatment facilities or other waste treatment and maintenance technologies, based on which future domestic incineration is proposed. Substantial recommendations for factory refinement to improve the operational performance of the incineration plant.
This project assisted in compiling fly ash recycling experiment, compiled the current status of incineration fly ash recycle, investigated incinerator declaration methods for fly ash recycle after washing, and co-reviewing one recycle experiment case results and application projects; 2 recycling experiment application projects; one recycle experiment case results, survey county and city incinerators in operation and those with setting up fly ash wash plants, and compiled the fly ash treatment fee overview of 25 incinerators across the country in 2023.
Each county and city environmental protection bureau must submit the previous year's waste management fee collection and fund utilization status in the system by the end of August each year. This is to track the collection and usage of general waste disposal fees and the general waste disposal funds in each locality. This project assists and guides local environmental protection agencies in completing the previous year's reporting, tracking and analyzing the submitted data, and providing suggestions for optimizing online reporting forms. Through long-term reporting via the HWMS system, the Ministry of Environment can effectively grasp the baseline data of funds in each locality. To strengthen the fund management system, this project collects, compiles, and analyzes relevant laws and reporting system management structures concerning fee collection and fund management, identifies encountered issues, and proposes improvements to help the Ministry of Environment manage the operational risks of funds in each locality.
Since the “Diversified Waste Management Plan” approved by the Executive Yuan in 2017, all goals of the incineration plant upgrading and retrofitting work have been achieved. The overall performance of incineration plants in the country has been improving year by year under the effective supervision and management of the EMA and the active assistance in carrying out the renewal and life extension work.
