113年度土壤及地下水污染場址風險評估管理推動計畫
| 中文摘要 | 為推動污染場址執行風險管理，本計畫針對適合採用風險管理之一般事業污染場址或應加速改善場址，透過輔導會議方式與縣市環保主管機關或污染土地關係人，進行風險管理宣導及推動，以促成將風險管理納入後續場址管理作為。另配合環管署應加速改善場址業務推動，本計畫亦針對有意願申請專案之縣市環保主管機關，輔導並協助提送專案申請，最終，本計畫成功促成6處場址將風險管理納入以作為後續場址管理主軸。本計畫另篩選1處具TPH污染之應加速改善場址，示範如何進行TPH污染物之風險評估作業，並展示執行風評估及風險管理規劃之完整作法。同時本計畫持續研析現行污染場址風險評估制度與管理策略架構，並提出相關程序與法規修正之具體建議。本計畫依據歷次風險評估小組委員會議及專家諮詢會議建議，已重新研議我國未來參數更新審議作業程序及參數滾動式更新建議，以符合現行我國未來風險評估推動執行策略。最後，配合未來環管署各系統整併作業，本計畫優先針對「初評暨等級評定系統」進行改版作業，並建置初評線上審核作業，以簡化並加速整體行政作業程序。 | ||

Soil and Groundwater Contaminated Site Risk Assessment and Risk Management Promotion Project for 2024
| 英文摘要 | To promote the implementation of risk management for contaminated sites, this project targets contamination sites that are suitable for adopting risk management. Through advisory meetings with local environmental authorities or contaminated sites stakeholders, this project advocates for and promotes risk management to incorporate it into the ongoing site management practices. In line with the Environmental Management Administration’s initiatives for accelerated site management, the project also provides guidance and assistance to local environmental agencies willing to apply for special projects, ultimately resulting in the successful integration of risk management for a total of 6 sites. Additionally, the project selected 1 site with TPH (Total Petroleum Hydrocarbons) contamination to demonstrate how to conduct TPH risk assessment and showcase a comprehensive approach to executing risk assessments and risk management planning. Concurrently, the project continues to analyze the current framework for contaminated site risk assessment and management strategy, offering specific recommendations for procedural and regulatory updates. Also, the project has re-evaluated the procedure for future parameter updates and proposed a rolling update approach to align with future risk assessment strategic objectives. Finally, in preparation for future system integration efforts, the project prioritized an update to the “Preliminary Assessment and Grading System” and established an online preliminary review process to streamline and expedite administrative procedures. | ||
