Management Refinement of Industrial parks Sewerage System, and Continuous Water Monitoring of Wastewater Quality Connection Plan
| 英文摘要 | This Project’s Objectives includes: 1.Develop regulatory measures for sewage systems in industrial parks and identify key industrial parks through monitoring data. 2.Strengthen the management of continuous wastewater monitoring system(herein after as CWMS)and improve the continuous monitoring information system for significant point sources. 3.Provide consultation to competent authorities, assist with system and functional audits, and manage continuous monitoring facilities. 4.Streamline the process for updating facility document and confirmation reports, and adjust the registration procedures for CWMS. The Project Deliverables includes: 1.Analysis and Planning: • Analyze regulatory data from the past three years in industrial parks to identify the key industrial parks for improvement and develop action plans. • Compare inspection and monitoring data of designated water pollution fee payers. • Plan and consolidate water pollution management plans for industrial parks. 2.Development of Continuous Monitoring Management System: • Plan the future direction of the cloud database for the continuous monitoring management system. • Provide diversified communication channels for abnormal message alerts. • Develop a monthly reporting function for connected continuous monitoring entities. • Facilitate water system interfacing operations. 3.Monthly Progress Tracking and Technical Consultation: • Track monthly progress and provide technical consultation for entities required to install CWMS. • Collect information on the implementation status of water quality continuous monitoring in three foreign countries and the direction of domestic CEMS certification promotion. • Assist in revising water pollution prevention measures and management methods for monitoring and reporting. • Conduct five system and functionality audits. • Plan a special management project for the management of continuous monitoring facilities by county and city in 2024. 4.Simplification of Documentation Procedures: • Simplify the system and procedures for updating facility document and confirmation reports for CWMS. 5.Analysis of Heavy Metal Emissions: • Analyze changes in heavy metal emissions in industrial parks over the past five years to identify candidates for total pollution load reduction management plans. • Consolidate the results of water measures plan reviews by commissioned agencies. • Assist with administrative consolidation related to industrial parks without wastewater plants. • Produce pollution hotspot maps and organize three meetings. | ||
