113年水污染源管理系統優化計畫

中文摘要 本年度計畫持續進行各項系統功能優化,在水污染源管制資料管理系統功能優化方面,包含建置定檢申報水質水量資料統計分析功能,提升資料統計效率、封存許可定檢資料以提升系統效能、規劃智慧客服功能、配合使用者需求精進系統填報輔助功能,以及優化現有複合查詢功能及配合許可整合建置電子繳費功能。 在強化河川水質異常通報及後續處理平台方面,除統計分析目前縣市環保局通報現況外,亦藉由收集公害陳情案件及新聞媒體事件,分析可能污染熱區地點,提供主管機關後續管理參考。另建置通報案件統計分析圖表,可快速掌握污染類型、原因及地點。 在強化水質保護地理資訊系統功能方面,藉由示範案例評估系統可提供之輔助估能及可精進建議、套疊國土署下水道用戶接管圖資,掌握生活污水排放情形,評估對於周邊水體水質之影響。 另因應系統功能更新,為讓使用者瞭解系統操作,故辦理教育訓練,本年度辦理3場次審核機關種子培訓教育訓練,另協助審核機關辦理1場次教育訓練,期讓使用者可熟悉瞭解新系統功能介面,以順利銜接相關申請及申報作業。 另配合及落實資安防護與系統功能維護,確保資料正確性及完整性,提升決策面及執行面之效能,達到水污染防治及管制成效。

The Project of Optimization Water Pollution Sources Management System 2024

英文摘要 This year's plan continues to optimize various system functions. In terms of optimizing the Water Pollution Sources Management System, this includes building functions for statistical analysis of water quality and quantity data for scheduled inspections, improving data statistics efficiency, archiving permit inspection data to enhance system performance, planning for intelligent customer service functions, improving the system’s reporting assistance functions based on user needs, and optimizing the existing complex query functions. Additionally, building electronic payment function. In strengthening the River Water Quality Abnormal Reporting Platform, in addition to statistical analysis of the current reporting situation from county and city environmental protection bureaus, the system will also collect public nuisance complaints and media reports to analyze potential pollution hotspots, providing reference for subsequent management by competent authorities. Furthermore, a statistical analysis chart for reported cases will be built to quickly grasp pollution types, causes, and locations. To enhance the functionality of the Water Quality Protection Geographic Information System, the system will evaluate the potential assistance it can provide and suggest improvements based on demonstration cases. It will overlay data from the National Land Management Agency's sewerage user takeover maps to monitor domestic wastewater discharge and assess its impact on surrounding water quality. Additionally, in response to system updates, training sessions are held to help users understand the system's operation.Three sessions of seed training for review agencies have been held, and one additional training session has been organized to assist review agencies. The aim is to help users become familiar with the new system interface and ensure smooth transitions in related application and reporting processes. In addition to system improvements,information security protection and system function maintenance are implemented.To ensure the correctness and integrity of data, maximize the efficiency of decision and execution could be maximized, and improve the effectiveness of water pollution prevention and control.
