113年度土壤及地下水污染調查及查證工作計畫-臺東縣
| 中文摘要 | 本計畫主要執行臺東縣土壤及地下水污染調查監測及查證相關工作，建立臺東縣之土壤及地下水資訊系統，以確實掌握臺東縣之土壤及地下水品質，提出必要之因應措施，杜絕污染惡化，藉以達成土地永續利用及維護人民健康之目標。整體計畫目標如下： 一、針對具污染之虞區域進行土壤污染調查工作，確實掌握土壤品質，杜絕惡化之可能，以保地力永續利用。 二、藉由定期水質採樣檢測，掌握地下水水質與長期變化趨勢，建置臺東縣場置性地下水水質資料庫，為防治和管制地下水污染之依據。 三、評估土壤及地下水質狀況及研判可能污染來源，以發揮監測系統之預警功能，並作為釐訂管制措施以防治地下水污染之參考。 四、配合環保署加油站網路申報之政策，除藉由網路申報資料審查外，並配合現場巡查作業，掌握現今加油站營運之最新動態。 五、積極處理民眾陳情案件與污染事件，使環境污染者無所遁形，確保人民生活安全無虞。 六、藉由辦理法規說明會及教育訓練的方式，宣導有關土壤及地下水相關資訊，提升及加強污染防治觀念。 | ||

113 Annual Soil and Groundwater Pollution Investigation and Verification Work Plan-Taitung County
| 英文摘要 | This project mainly implements soil and groundwater pollution investigation, monitoring and verification work in Taitung County, and establishes a soil and groundwater information system in Taitung County to truly understand the quality of soil and groundwater in Taitung County, and propose necessary countermeasures to prevent pollution. Deterioration, in order to achieve the goals of sustainable land use and safeguarding people's health. The overall plan goals are as follows: 1. Carry out soil pollution surveys in areas at risk of pollution to ensure the quality of the soil and eliminate the possibility of deterioration to ensure sustainable utilization of soil resources. 2. Understand the groundwater quality and long-term change trends through regular water quality sampling and testing, and establish an on-site groundwater quality database in Taitung County as a basis for preventing and controlling groundwater pollution. 3. Assess soil and groundwater quality conditions and determine possible sources of pollution, so as to exert the early warning function of the monitoring system and serve as a reference for determining control measures to prevent and control groundwater pollution. 4. Cooperate with the Environmental Protection Agency's online reporting policy for gas stations. In addition to reviewing online reporting data, we also cooperate with on-site inspection operations to understand the latest developments in current gas station operations. 5. Actively handle complaints from the public and pollution incidents, so that environmental polluters cannot hide and ensure the safety of people's lives. 6. Promote soil and groundwater-related information and enhance and strengthen the concept of pollution prevention and control by holding regulatory briefings and education and training. | ||
